Booster packs are not available to my costume creator
First thing to try is fully logging out and then restarting the client and logging back in. I normally only apply codes when the game is not running, but it does say if you were logged in you need to logout for the new packs to show.
If that doesn't work then are you sure you applied them to the right account? You mentioned a second account so I assume you have a first/main account. Is there any chance you accidentally applied them there? You should be able to check applied codes under account management although annoyingly they will only say 'perk' and not which pack, however the dates should tie up if you applied them to the right account.
If all looks good there, then support is probably your only option, so you'll just have to wait. If they don't get back to you in 24 hours update the ticket again and pester them.
I am having the same Issue. I bought the steampunk booster this morning and it is not showing up at all but it is applied to my account correctly. I contacted support I am waiting to hear back from them.
I already have the packs I bought for my second account, on my main account, so it wouldnt let me apply them there, even if I tried. Ive logged off and back in several times on my second account checking to see if they were working yet. I did go to my main account and create the costume I was attempting to make on the second account and saved it so that when they do starting working, all I have to do is load it from my saved costumes file. I thought maybe the fact that the Steampunk pack just became available (and im sure lots of players are getting it, not me just yet) caused a server overload somewhere, so was curious if anyone else was having the same issue right now.

Please log into your City of Heroes account and let me know if you are still unable to access the in-game content you recently purchased. There have been multiple reports of in-game features taking a few hours before successfully being added to an account, but some players have since let us know that this issue was resolved.

Go into your master account, and check the account that's giving you issues. Booster packs (like almost everything else) are listed as "Perk", but there should be a date associated with them. If they don't show up there, check any other accounts you have (including the main account - glitches do happen sometimes).
If the boosters ARE listed under the proper account, you may just have to wait for them to unlock.

I got the same message from NCSoft. Mine are still not working. Maybe its just a waiting game. I wont be able to check again till after work, several hours from now. Hopefully it will be resolved by then.
Done that it is listed as a perk. Usually when you buy a booster it is unlocked right away. I guess today they are having some kind of issue.

Chances are it's just taking time right now.
I bought 3 booster packs for my second account yesterday and even though the codes were auto-applied, the pieces / auras are not available in my costume creator. Is something broken? I put in a ticket already but response time is mind-numbingly slow as usual.
