So, wait--your goal was to make a knockback build, and yet you failed to get Telekinesis?
Frankly, Storm/Elec annoys me more than /energy (or knockback in general) ever could, but that's just me.
I disliked it for these reasons;
Gale - it doesn't need any KB IOs to be annoying, just two slot it with cafted acc IOs and be done with it.
Freezing Rain - anyone who spent any time reading the forums would know to follow Local Man's advise on this power and just slot some recharge IOs and be done with it. If got the slots for some procs, that's just icing on the cake. Because anyone slotting it for damage, shows they don't understand the power.
Hurricane - again, you don't have to slot it for KB to be a griever. It will annoy enough on its own.
Lightning Storm - wasting a great attack power on some crappy kb io with little damage +. Slot it normal like, and just be happy with its non-enhanced kb.
Aim - Really? 5 slots?? Even for a IO bonus, I won't gone pass 3 slots in this power. The little damage + it gives is nice but you really should have enough set bouses to your ACC not to need such a major boost.
And the last little fact.... you are going to be having to chase these mobs down too. So you might want a few powers that don't send them to the four winds.

Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.
Based on your sign up date, I'm assuming you are somewhat new to the game. Builds are a tricky thing. IMO there are many improvements that could be made to this one. I don't think the build would be able to annoy too many people because it doesn't have the endurance or the survivability to pull it off.
I'll start by saying that I'm also not sure whether you mean "annoy because it can do its thing pretty well" or "annoy because its blowing enemies all over the place for no reason." I'm assuming the former. If all you want is the latter, you can save yourself lots of time by just slotting standard knockback IOs.
Main recommendations:
- You must slot at least some endurance recovery in Steamy Mists. One-slotting it won't work.
- Hurricane needs to be slotted for -ToHit, which is the main benefit of this power.
- The Kinetic Crash set is low-ish damage. Not enough to be useful in most damage powers.
- Opinions vary but mine is that Nova completely sucks on Defenders. You're correct that it is annoying, but moreso to the user than the team because after you use it you're out of the fight for a while.
- Gale is redundant with other knockback powers. Even if the attempt is to just to cause lots of scatter, you're probably better off with anything else.
- Hami-O Ribosomes (End/Resist) are extremely expensive.
- Skipping Power Blast is probably a bad idea.
- Invisibility is mostly a waste when you can just stack Super Speed with Steamy Mists
- I am not a fan of Fly. This may be a flavor thing so I left it in and slotted it with -kb and some ranged defense to at least make it contribute something.
- While you can go with any APP you want, the Electric this particular combination have a few sane options to use on teams. This is assuming your intent isn't just to annoy.
- It is my assumption this build is targetting the Cardiac alpha

That level of constant KB, there are "good" uses for it that's for sure. I think you can do damage with power bolt and lightning storm, stick with -tohit on hurricane and not waste your time with whirlwind but Gale is gold!
