Diamagnetic Proc On A Ill/Cold
Honestly go Reactive. With one activation of sleet, minions and lt.'s will be dead due to sleet's -res and dot with reactive's -res and reactive's dot. Just so you know AV's heavily resist all the debuffs from Interface except Reactive and Paralytic(well the dmg debuff portion). An lvl50 AV will resist run, recharge, acc, end drain, tohit, defense, perception, regen and recov debuffs by 85%.

I'm finding difficult to take anything OTHER than Reactive. The benefits are clear to getting -Resistance and Damage over Time.
As for the -ToHit, hopefully Phantom Army is drawing the aggro so you will benefit little from a ToHit Debuff. PA drawing aggro is one of the best ToHit Debuffs in the game, as long as you stay out of AoE splash range.

I wouldn't rely on Reactive staying the same in terms of how it works with Rain Powers going forward. If and when the Powers Team get their act together I fancy all Rain and Toggle powers will get the same sort of supression current PROCs have.
Still Reactive is head and shoulders above the others even so. I'm not sure what the Powers Team were doing introducing one so obviously superior to the others (Diamagnetic is OK, the other two are pretty pointless).
Personally I'd have added Damage PROCs to all 4, the other 3 would do damage of around 50% of reactive. Either than or made them unresistable so the others would be attractive vs AVs (they can't stack too much anyway).
I just figured since cold has no tohit debuff it would fill that hole so cold debuffs everything across the board, but apparently from the folks on the forum and people I've asked in my SG reactive is just that good. Also I though it would be good against AV's if you didnt bother to cap yourself for that rare chance the AV has it's sights on you. Right now I'm still building my Ill/cold(which is expensive btw) and Phantom army isnt perma as of yet....It took me like 30 mins to beat a GM on monster island without them perma and I'm sure if they were I could possibly cut that time in half.
For those that dont know it's supposed to add a tohit debuff proc to each attack, and I've looked and see although cold does great things tohit debuff isnt one of them (maybe i'm wrong? checked while half asleep).
It also can debuff regen which is also a plus, was just trying to figure out is this worth getting over the other choices like Gravitic, Paralytic, Reactive. What say you?
