There were TWO Rikti War Zones before 7 a.m. Pacific time MONDAY MORNING!
I agree, the queue system seems to be broken. I would hit the lowest numbered Rikti War Zone I could to see who is running things there... Though, I personally do RWZ3 since most of the folks I run with spend time there (if it exists).
I have very little time to play and the trials have been awesome for me, I can log in first thing in the morning for me (late night for most Americans) and get a team quickly. The LFG queue isn't used by most people so generally takes ages. But I have found that heading to RWZ 1 or 2 and broadcasting generally gets an invite fairly quickly. Just remember that most leagues spend the majority of their time IN the trials, and only come to the zone to recruit between missions, so you sometimes have to wait a few minutes for one of the leagues to complete and drop back to the RWZ.
No real need for the queue, just let people know you are looking, and the invites com pretty fast. The zones are posted above.

The LFG stats on "Average time to start" a trial prolly does not take into consideration the Full League being queued for a Trial.
To image this (pulling number our of nowhere), say you have 10 leagues started in the last 10min, 8out out of 10 were full (reaching the cap for the specific trial) before being queued, only 2 of them started with maybe room for 2 to 5 ppl, but 50 ppl were in queue hoping for a quick start...
Dunno if its that, but its making sense to me!

So it seems like nobody, at least on Virtue, is willing to just hit the queue button and pray anymore, because my "< 1 min" wait to find a BAF has taken roughly twenty minutes and I'm getting awfuly bored of doing nothing. It's been like this for at least a week in my experience and unless I'm just really unlucky I can only guess this means people are premaking teams in a top secret meeting spot I can't seem to locate.
This could have been avoided if I didn't have to grind the sh*t out of two missions 19 billion times to meet obscene requirements. Rabble rabble optional content rabble derp. Just somebody tell me what zone I should be ******* myself in to get on one of these mythical Trial teams.
