Incarnate powers description lacking?

You're not alone. The descriptions seem to be intentionally vague. Why? Beats me!
But someone has done the work to figure things out here. Thank them. A lot.

the only incarnate powers which dont really give a lot of details are the interface procs, all of the other incarnate powers give full detailed info if you right click on their pictures in your incarnate interface
Hmmmm...so if the devs found from datamining that some interface procs were too strong or weak, they could easily tweak them and most gamers would be none the wiser?

the interface procs dont say what their debuff is but its listed in some other threads (prolly dispari's incarnate guide)
Some of the Barrier descriptions are completely incorrect.

Under interface there are several powers describing effects but no actual numbers amount. For example I see 50% chance to cause x debuff but not the amount of the debuff? is 10%? 50%? I checked power details and nothing comes up except % chance to land effect.
Am I missing something?
