Are slotting rules SUPPOSED to be different for PVP IOs?

/bug it, and maybe even petition. It should follow the same rules as everything else.. *meaning you should be able to slot that at level 7*
At one point, my level 32 character was unable to slot level 35 Sting of the Manticore, just after I had bought 4 or 5 of the IOs.
WooHoo GMail, I just found my original petition. "My level 32 character is trying to slot level 35 IOs from the "Sting of the Manticore" set, but they show up as red, and I'm unable to slot them. The pop up window says they cannot be used until level 33." This was March 2008. No clue if this was ever fixed.

What's probably happened is that the minimum level for the piece is held in several different places, and in one of them it says 15 not 10 hence saying you need to be 12.
When I hit 2BN on a toon, I just email it off 1BN-1 at a time, or have you already got 20 of those ?

Oh, no. Not nearly. I just figured that if I put in a bid on a Glad Armor, either I'd have the money in storage, or I'd get an awesome IO I can either use, or sell on the forums for more than 2 bil. I never expected the bid to fill that fast.

A couple days ago, I hit 2 billion on a purely marketing character. Yay me! In order to keep marketeering, I needed to do something with the cash, so I put up a 2 billion bid on a level 10 crafted Gladiator's Armor Unique. Less than 48 hours later, it filled. Yay me!
Then I noticed something weird. The character in question is level 10. He should be able to slot a level 10 IO. But the text on the IO was red.
That's not how it's supposed to work is it?
