You can purchase them with Alignment merits, but the general consensus seems to be that it's not a very good way to spend A-merits.
You're better off using a couple of A-merits to buy highly sought after IO recipes, crafting and selling them and using that money to buy purples on the market.

I believe purples can be purchased with Hero or Villain alignment merits. Check there but I believe they are also very expensive that way also.
Any purple recipe is 20 A Merits.
If you don't do tip missons, that is 20 million and 50 merits PER A MERIT.
400 million inf and 1000 merits for ONE purple recipe.
Now, just those merits and inf ALONE would allow you to purchase 1 purple and use the merits to buy 2 high demand IOs (LotG's, Numina or Miracle procs, etc.) with about 300 merits left over to sell for another lower priced purple (absolute amazement or maybe gravitational anchor or soulbound allegiance).
Now, the 35 A Merits for PvP recipes is another matter, since they are obscenely rare, but even so, you could probably farm/TF/craft/lucky drop enough stuff in the same time it would take to acquire ONE PvP recipe's worth of A Merits the inf to buy 2-3 of them.
Hardest thing to get in game: HamiOs. Only 2 ways to get them- drops in Hami or LRSF/STF OR buy them. No Merits or A Merits get them. Also, they are (mostly) more expensive than prime IOs, but a shade under purples

However 35 is the cap-out to pick the level of enhancement you want, and requires slightly less thought and impulse control... If I had 1 1/2 billion inf and had a few more recipes to get and sell I don't think I could hold on to do that, but thats just me.
35 only took me about 20 days to get, which to me was a good, infless investment, and I chose a level 10 Panacea Proc so it always works.

The answer to this question is probably quite obvious... However, I was wondering if there's a way to acquire Superior Recipes besides the normal drops from baddies or purchasing them on the WW Market? (The prices are getting a bit out of control, don't you think?)
Am I missing something here? I thought there was maybe a way to use Reward Merits to get them or somehow use Hero Tip Points?
