It was added with the Martial Arts/Ninja/Natural super booster pack thing.

That's Praetorian Tub Ci's jacket. I'm not 100% sure we're supposed to have access to it, it MAY be like Malaise's pants: An NPC costume part that accidentally slipped into the costume creator. If that's the case, it would explain why it occasionally falls of the list.
