I don't know if this will help, but in the Launcher's File->Settings, in the General tab, try changing the "After launching a game:" setting to "Exit Launcher" and see if that helps.
I did that Tex. I saw the "Make the launcher less obtrusive" and did basically everything there. Can you think of anything else?
I was trying again last night and I noticed the Pings kept jumping. The game would use like 20-30% of the system's resources to jump to around 90% sometimes. I don't know if this is the reason as I haven't tried Apex with this on or any team really (I was soloing) but throwing it out there as I'd like to go back to doing TFs eventually.

Try setting Ambient Occlusion to OFF. That old of a card isn't likely to handle the AO settings very well.
Also, there are a LOT of unneeded programs running at startup (see the O4 section) that don't need to be running all the time using up precious memory and processes. For an older machine with limited memory such as yours, it's best to run as lean as possible when gaming.
Are you running the game through Steam? Or do you have it tied to Steam to show your status in the game? If so, try shutting off Steam and run it without it to see if it makes a difference.
EDIT: Afterthought time. I remember someone mentioning that turning off Chat Logging helped resolve their issues in situations that were AOE or PBAOE heavy. It seems that all of the extra text from the additional ticks of the AOE and PBAOE powers was spamming the chat logs causing them lag. Would be worth a try to see if it helps you.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
Black Pebble is my new hero.

I know there is a lot of start up programs but I'm not 100% sure what is or is not needed so I just leave it alone.
No to running through steam and it should be off when I am playing.
I'll try the chat log and see if that helps.

If you are running Microsoft Security Essentials, you could also put the COX file into its exclusions...
OK, I turned off my chat log, moved my ambient occlusion to off AND set my graphics to Minimum.
In so far as the start up programs, again, not sure what to remove but in the task manager it only had CoH and idle system process running with any cpu usage and the usage was at 6-10%.
So I logged in, joined a Numina with ONLY 4 other people. We hit a mob and it went berserk! worse than before as now the team kept disappearing in and out of the mission. My ping skyrocket and it was a huge red bar all the way across my screen. On top of that the game crashed after a minute of it.
As for MSE, I never got it. I did a search for it just in case I missed it and nothing turned up. It's not on my machine.
So.... any other ideas? This is getting really frustrating.

As you run Avast, can you just exclude the CoX process/directory from real time scanning (if you have it enabled).
Update:
So after my Numina problem hit, I logged back in to tell the group I could no longer continue and explained my problems and they were cool with letting me stay and asked me some questions about what I have tried and what I didn't. Finally one of them said that if the ping was in the 2000 mark, it was likely an ISP or Modem problem.
So I called Comcast which told me that everything was perfect. They saw nothing wrong on their end. I asked to do the reset anyway just because it was the only thing I hadn't tried yet. They reset the box and everything was working normally. I fell confident because I ran:
An ITF on performance and I had minor lag but completely playable. (Other players were mentioning they had lag too so I think it was a map problem or something)
Turned up the graphic back to how I had them previously and ran another Numina. Totally perfect... then Positron 1 + 2 and both were again perfect.
Thank you all for your suggestions and help. That is exactly why I play CoH. The fantastic community that is impossible to find anywhere else.

Ok, I've played CoH now for four years on the same tower. Yes, my tower is old (2005) however it's been going strong.... Until he CoH launcher got installed. It ran ok at first but then after joining an Apex team, everything went to hell.
Now I can't even play it anymore. I would move around and find a large group of baddies and then it hits. Everybody starts jumping/ teleporting around (Players included), Lag in activating my powers, I teleport to different areas, and hitting anything is impossible. At first, I tried to see if there was some problem I could fix with maybe a Virus scan or Deleting a large program I wasn't using to free memory but I have tried: AV scans (3 times, once on CoH's folder directly), Disk clean up, Registry Clean up, deleting until there is almost no games left on my comp, Defragmenting, rebooting, restore check points, and verifying files. I have no clue what the hell is wrong. So I'm turning to the CoH community in the know. Help please.
