Can Praetorians become Perma Villains?
I want to make a scrapper to move over to redside on freedom, but I want to be sure he can actually take over my villain group.

Yes - anyone cvan become a permanent Hero or Villains - or even a pewrmanent Vigilante or Rogue - once you've reached an alignment, you can stay there as long as you like.
The Tip and morality mission system made every alignment open to everyone, but it also got rid of "forced" alignments - everyone now chooses their alignement, even if it's just be not doing anything to change the one they have.

Is there a way to make Tips drop faster? I'm doing radio missions in bricks on my 32 scrapper and I have had ZERO drops all day...

Not really. They drop randomly. Try street sweeping if paper missions don't work. I've gotten two tips from two consecutive defeats on the streets before, and then you could go an hour before the next one. Some say looking for more bosses helps, but I personally haven't noticed much of a difference in frequency of drops.

Loose --> not tight.
Lose --> Did not win, misplace, cannot find, subtract.
One extra 'o' makes a big difference.

Any 20+ enemies will drop them, and they seem to drop more often from Bosses - so if you're ona tam, you'll get them faster.

Just to add one caveat to the responses you've already gotten:

You can only have 5 tip missions "completed" at a time.

Each "completed" tip mission expires (so it can be "completed" again) in 20 hours.

If you've used up your 5 slots [you can see them on the tips screen] then new tips
won't drop until at least one of the completed tip slots expires and opens up.

[There's actually 3 things there - total tips completed for current alignment (need 10 total to get a morality mission), total tips completed for alignment shift (need 10 total to get a morality mission), and currently completed tips blocking your 5 per day limit]

If you aren't getting tips then
1) make sure you're fighting level 20+ mobs
2) make sure you're on the right side (Paragon/Rogue Isles) if you are a Vig or Rogue
3) make sure you have open slots in your 5/day marker

6000+ levels gained and 8 level 50's

Yeah, I know about the Tips overall, I've just been away for a couple months and wasn't sure if something changed in the drop rate or some such thing.

Thanks everyone!

Quickest way I know to get tips is to burn though very large numbers of grey mobs. There are places where a higher level character can do heinous amounts of arresting in short order. hazard zones are good for large spawns.

Go to Dark Astoria and chop up zombies. You don't even have to get XP from them. Generally I get a tip within two or three Hazard spawns or so using that method.

I always use DA for tip drops even nipping back in there to get the last 2 of five if they have not dropped whilst doing the first 3 tip mission. I use Shockwave on my Claws/SR scrappie and Footstomp on the tanker et cetera.

If I am doing tips redside I use the same system on the Docker spawns in Sharkshead and if you are lucky and get a Ghost of scrapyard event then the followers are just tip heaven
