At what time does the WST switch happen?

When the servers come back up.
Which is when the servers usually come up :X. There has been maintenance every week on Tuesday since Strike Pack

I don't know if we have anyone with experience, but based on other rewards the end time is what counts.
However, unlike with avoiding the diminishing returns on merits, one would nit be able to claim the rewards later and get the notice & bonus merits as those are awarded upon mission complete and not the choosing of rewards.
