Which detail are you looking at? It's showing 45% to me. What numbers are you comparing?
It's not a 45% boost to damage, it's a 45% enhancement to any power that takes damage enhancements, meaning 45% of each power's base damage (strength before your current enhancement).
Only 30% of the enhancement ignores Enhancement Diminishing Returns, so if you are already near 100%, that's all you can really count on seeing, and if you are simply comparing your attack strength before and after the slotting, you are really only going to see about 15% increase to overall attack strength in those cases.
For an easy math example, let's say a power's base attack strength is 100.
Let's also assume you are already at 100% enhancement.
That attack should now be worth 200 damage.
With a 30% of the added Musculature enhancement, it would only be 30 more points of damage (30/100)
That's 230 total, which is only a 15% improvement from the 200 you had before.

If you want to see what effect it's really having, go into the Enhancement Management screen and look at the details of Brawl. If it was unslotted, it should now show the full 45% enhancement.

This is one of the reasons why the Endurance reduction global is so potent. No IO set (that I'm aware of) will cap the endurance reduction of a power. Players running on SO's / Crafted IO's likely won't be spending the slots on 3 endurance reductions either. This means that power effect for power effect, a player is more likely to benefit from an additional Endurance Reduction effect compared to other powers.
This is also why some of the effect buffs are the levels they are. All of the Alpha Buffs follow the Schedule Enhancement table from when Enhancement Diversification was implemented.
Since most players slot for damage, recharge, defense, resistance, or accuracy, they won't notice as large as an effect from those buffs until they hit the Rare / Ultra rare where more of the extra enhancement ignores the Enhancement Diversification Limit, up to the level of a Single Origin Enhancement (66& of 45 is 30%).
I wonder if what the OP saw is how it breaks down the bonus into 2 amounts, the one affected by ED (15% in this case) and the one unaffected by ED (30%)?
The Musculature Core Paragon is suppose to give a 45% boost to damage. The details say 15% and the numbers seem to back that up. It's taken a month to get this thing and now it's garbage due to this bug. Please fix ASAP.
