Plant/Emp Build Advice
- Entangle is helpful to level but not so useful once you get other powers: to attack a single foe, Strangler + a blast from an epic pool do the job.
- 5 Doctored Wounds are a good choice for Heal other, why not slotting Healing Aura the same way? She would get a global recharge bonus that should be helpful for both power sets (her controls would be available more often and her buffs too).
- I find Spore Burst nearly useless, especially when you have the mighty Seeds of confusion.
- Roots does twice the damages of other AoE immobs: it might be a good idea to keep the Hunter's proc and replace the others with 5 Positron's blast (including the proc).
- Hasten comes way too late: I would replace Spore Burst with it, or take it sooner anyway. Most controllers really really benefit from recharge and if you get exemplared down you would miss it.
- Conserve Power is overkill: Empathy already has Recovery Aura to refill its blue bar. Why not taking an APP instead of the last powers who seem to be there just for the sake of taking powers? Soloing becomes much easier with an APP. I opted for Psionic Mastery on my Plant/Empath: Mental Blast is a decent ST attack (Plant does a lot of AoE damage with Roots, Seeds, Creepers... but is a bit lacking when it comes to ST damage); Indomitable Will gives you a mez protection, which is golden since you can protect all your teammates from mez but not yourself without this power; Psionic Tornado is a nice AoE attack too. Mobs just melt with all this AoE damage and solo you don't suffer from the absence of debuff in Empathy.
Let me preface by saying I have limited first hand experience with Plant. I do have an enormous amount of experience with Empathy.
1) Single slot Rez, if you need it more often with any frequency then there's a problem elsewhere and tactics, rep setting, etc. need adjusting ... so one slot endred.
2) Be very nice for AB to have a bit of Endmod to get the +recovery over 1000%. A 6th slot with Endmod/Rech would be my first choice along with the 5 DW. This would be less important if she primarily only duo's with you and you aren't using a power with a recovery crash (aka like a Nuke).
3) Spirit Tree? Between HA/HO/Regen Aura i.e. your secondary why do you need this?
4) Agree you should have zero need for CP, at the very least don't add slots.
5) Assault, single slot with Endred.
6) Teamed you shouldn't need all that defense ... want maybe, but you are better off as both a /Emp and as a Controller chasing +recharge vs +defense bonuses. +Defense is for solo work and with /Emp I'd say that's even subject to debate. Teammates, Seeds/your controls, inspires, etc., added to Regen Aura should all make +defense fairly unnecessary.
7) I prefer range vs endred in Clear Mind.
Ispahan offers some good advice on APP which would likely be worth incorporating. What follows is more a starting point for that and to get an idea of what I mean by going recharge over +defense with set bonuses.

Thanks for the advice, guys! I'll work up a more recharge-focused build tomorrow morning and see how that looks.
The downside of recharge builds is that the best recharge is available from purple sets, which also happen to be ridiculously expensive. I went with "normal" sets here and still managed to cram in quite a bit of recharge on the cheap.
I'm looking into better slotting on Fly Trap, likely to grab the various uniques that are available.

Taking a quick look, I see you took Roots at 22. This is an essential power that should be taken at level 2, or at most no later than 6. Seeds+Roots is the core of a Plant Controller -- Seeds for confusion control, and Roots to lock them in place and do damage over time until dead. If you are looking for a Recharge build, slot Roots with 5 Posi Blast and a Recharge. You want to be able to throw out Roots as often as possible to stack that damage.
Entangle and Spore are low priority powers that are both skippable. Entangle is nice to use for a little bit extra single target damage if you solo, but is mostly useless on teams. Spore Burst is mostly useless on teams. The main benefit of Spore Burst is to control additional foes coming in after you have already throw Seeds . . . but your teammates and Roots will wake them up. Another benefit is that Spore Burst can take the cheapest of the purple sets, the Fortunata Hypnosis. But I would skip these or at least move both of those powers to later in the build.
If you are looking to get Recharge, slot 4 Basilisk's Gaze in Strangler and Vines. Add a Hami-O Acc/Dam and a common Damage in Strangler, and then an Acc/Hold/Rech in Vines (only 5 slots). Those Baz Gaze are expensive, so you may need to earn them with A-Merits if you are on a tight budget.
The slotting you had in Roots should be mostly put in Creepers: 2 Acc/Dam Hami-Os, 2 Rech, 1 Dam/Mez and maybe the damage proc from the Slow set (I forget what it is).
Want more recharge? For Fly Trap, use 4 Expediant Reinforcement, and add an Acc/Dam Hami-O, or the two triples from Call to Arms, or a few other choices.
I'm move Hasten much, much earlier. You need it for your controls as well as your Emp powers. I would take it before level 20.
Take Indomidible Will at 41 and 3-slot it for Recharge -- it is the main reason to go with the Psi APP. It won't be up all the time, but you want it up as much as possible. Skip World of Confusion . . . it stinks -- the radius is too small to be any benefit. Psi Tornado is pretty good for some AoE damage.

Wee few things.
The Ghost Widow PROC is pretty much wasted in Vines given how long Vines takes to recharge and how little damage the PROC will do (14 at level 50 on average). I'm not sure what your totals are for Vines but one of the cheaper Acc/Hold/Recharge IOs is usually a good bet in there, or moving the slot elsewhere. Even moving it to Strangler (which you don't have slotted for Hold Duration by the way which is unconventional) it would work far better since you tend spam Strangler as a Plant controller.
Achilles Heel works fairly well in Fly Trap, it'll basically give it a change to PROC with 3 of it's attacks (all but its AOE immob attack).
As Local Man says World of Confusion isn't very good, especially if you're a ranged Controller who tends to hover about. Psi Tornado is a decent ranged AOE with soft control in the knock-up (which vines tends to negate, but even so it's a decent AOE, especially when you factor in Containment). It's also a good place for the Forced Feedback Chance for Recharge PROC.
Personally I'd drop Spore Burst, Recall Friend and Absorb Pain for Assault, Manueveurs and Vengence but SB could be a decent mule for your build so that may not be practical.
*Edit : Yipe, I suggested dropping Adrenal Boost. I meant Absorb Pain of course. Silly Carni. I know AP can heal for bucket-loads but personally if the person drops I can use their corpse to buff the entire team and then rez, Fort and AB the unfortunate instead which I much prefer myself.
While I've never played a Plant long enough for a opinion, I have played a empathy for years.
Fortitude - on mine, its LoTG D/R, E/R. R (globe recharge) and two Membrane Exposure which add recharge/defense/to hit.
So 21 second recharge, 23% def, and 26% to hit and with Spiritual Total Radial, its down to 20 second recharge time, and +29% to hit.
Recovery Aura - Ok with your slotting.
Reg. Aura - Ok with your slotting.
Absorb Pain - I have mine slotted with 5 Doc's Wounds due to teaming with tanks. Takes alot to top off a 50th lvl tank's health (even if you use power boost). And I like AP for its faster cast time, which has saved alot of team members over the years.
Adrenalin Boost - I have mine set-up for max recharge, so 3 crafted recharges and one crafted heal and endurance mod. Right now, I have a recharge of 101 seconds with it having a duration of 90 seconds (with the spiritual total radial).
Spirit Tree - I know some folks have dogged it, but I've been really impressed by it when you're on the Hami Taunt Team. Throw one or two down next to the tank, and the emp fenders can take a smoke break. And its nice vs a few arch-villains that take longer then 90 seconds to beat. So I won't just dismiss it out of hand...
