Problem with H/V Merit vendors..
Hero / Villain Merits can only buy RARE recipes.
If a set has both Uncommon and Rare IOs in the set, you'll only see the Rare ones in the options for Alignment Merit purchases.
For high-demand Uncommons, either buy on market or make some rolls with Architect Tickets perhaps. HVAMerits don't cover the uncommmons.

However, the example I used throws a wrench in the gears of "Rare Only". The inclusion of Steadfast's proc, an uncommon, shows that the Devs decided to let the Market and demand determine the true rarity of certain recipes, regardless of whether or not it's yellow or orange.
So, I'd like to ask that all of a set be included in the H/V Merit vendor. There's already an exchange rate in place w/regular merit vendors; "is the recipe over or under 200 Merits". Just fold that into "is the recipe one or two H/V merits." Again, just a suggestion, as I'm sure there's some logical discourse somewhere about including all uncommons in the H/V Merit vendor's inventory.
Thanks again Shagster & viewers looking into this issue!
Moving on..

I am going to go and double check this, but it could well be that "unique" sets (ie ones that you can only slot one of) are included here....
It's not based on rarity.
All recipes that cost 99 Reward Merits or less are unavailable with Alignment Merits.
All recipes worth 100-199 Reward Merits sell for 1 Alignment Merit.
All recipes worth 200+ Reward Merits sell for 2 Alignment Merits.
All recipes that cannot be purchased with Reward Merits have special pricing rules (Costumes, Respecs, Purples, PVPs).
All rares have a base cost 100 merits or more. All Uncommons have a base cost of 50 or 75 merits. Modifiers are applied for various reasons, one of them being the Unique tag, which the Steadfast Res/Def has, making it one of the few Uncommons worth 100 or more, and therefore available with Alignment Merits.

Thanks a TON for the clarification and info Roderick!
I searched a good bit before starting a new thread, but if issue this is known & a thread exists, my apologies for making a new one.
For 3 days now, and a week for my brother, I have been unable to see many recipes in the the trashcan/crate. An example: I can only see the +Def proc recipe in the Steadfast Protection section, the other 2 are missing. This happens from lvl 15-30 in the slider bar, I can't see the other 2 no matter my settings. Again, that's just an example, there are many sets in different categories that are only showing me 4/5 of a set.
I have "Hide recipes missing ingredients" turned off, and have tested this on pure heroes, pure villains, vigilantes and rogues. This happens in the Crucible or Fort Trident. I have checked standard Merit Vendors and everything is kosher, all recipes are viewable.
After asking around & watching global chat channels, seeing the same on my bro's account, I am not the only one having this MAJOR issue. Can anyone shed some light on this mystery? (I did finally file a petition regarding this today.)
Thanks in advance for your help,
Karthol
