If I understood correctly, you have to do it because you use up the first two to make the third. So to make another tier 3 you need to have re-craft the ones below it. Which is WAI.

If you look at the recipe for the Tier2 powers, you'll see that Tier1 is a requirement. Not only is it a requirement, but it's actually part of the COST, meaning you are basically improving the Tier1 to make the Tier2, losing access to the Tier1 version. Then you lose the Tier2 to make the Tier3. We will lose TWO Tier3 to make the Tier4, which will require re-crafting another all the way from Tier1 again.
The prerequisites are consumed in the crafting.

ETA: And of course you can also choose to swap out different Uncommons, Rares, etc, either, if there were circumstances under which you wanted bonues from different sides of the tree.

On my main badger and fav toon my blaster I just did the tf Kahn to get the second salvage drop and craft the 2nd of the 3rd teir incarnate slots.
Here is the rub. I was about to craft it then i realized i needed to recraft the 1st and second one. Which means i used about 20 shards in the process.
Why would i need to craft ones i already had. But alas I had to. Now when i look at my "equip" screen i have the 2 3rd teir incarnate ablitys of the recharge variety.
But why did i have to recraft the 1st and 2nd teir ones? Is that a bug or normal. It felt wieird crafting what i had but i did it cause i wanted to get the slot. Now i think i am out of some shards.
Is this what you had to do?
