What time exactly is it available to buy? Its 12:30am where i'm at and its not available yet..
They're located on the west coast. It's the middle of the night right now; there's nobody there to flag it as available in the store right now. If I recall correctly, it should go up somewhere between 8am and noon, PST. Whenever it goes up, there will be announcements on the forums, Facebook, and Twitter, at the very least. Porbably an ad on the Updater screen, and possibly an in-game MotD too.

I can't see why they shouldn't be able to pre-flag it as available for sale from a specific time and date... if this kind of thing actually needs manual intervention then their back end systems need some work on them.

Except if you push it live when it hits the announced release date in your time zone (PST for NCSoft) you get a natural stagger effect of purchases, rather than everybody east of you all piling on at once since they've been waiting all day.
I genuinely don't think the overload on the store would be worse for it.

Finally got it.
Why does the store frag up every damn release, hmm? Not the maintenance, Zwillinger explained that. I mean the-
'Sorry, your purchase cannot be processed at this time, please try again later'
-thing I get. Every damn time something new comes out! It's a joke, it really is.

But I don't think you should have to pay for content (( by content I mean costume pieces and emotes)) that should already be in the game. I know I'm not going to find many that will agree with me, but oh well.
At least it isn't the five emotes for 8 bucks sports or party pack. (( that was just lame. ))
