Help Fixing a Claws/Willpower Brute
The three tohit debuff in RTTC are a waste. Really. If you do a respec, take them out unless you want to use those slots for IO set bonuses. There are several healing sets that give +max health, and you could get 3 miracle and 3 numina in there to justify the slots. Three of the taunt set "triumphant insult" will give 1.88% smashing/lethal defense, which would work well if you get several other s/l defense bonuses.
The endredux in mind over body are a waste. One is ok... unless you have a very specific build that needs five or six slots for a resistance IO set bonus (hahah). 4 of one resist set can get 56% res and 70ish% end redux enhancement. I've 5-slotted some resist toggles with reactive armor, but I can't think of any others that are remotely worthwhile for survivability, unless you really need Aegis' defense bonuses.
There isn't much that can be gained from indomitable will to add to survivability; in my experience willpower doesn't get much out of that psionic defense. 4 of serendipity or luck of the gambler will give some health and regen, though, for a small overall boost while keeping the defense enhancement.
There are some 5 or 6 set bonuses in defense sets that can add some global defense if put into indomitable will and hightened senses, but, again, they're not going to make much of a difference unless you're do the same in several powers. It would probably be better to stick to 4 of serendipity or luck of the gambler.
If you're thinking claws isn't capable of "high damage", I'm inclined to think you've made some slotting errors there. Getting basics, like (5) crushing impact in your melee attacks and (6) thunderstrike in focus certainly help both damage and survivability. Other than that, get tough and weave and start looking at picking up several global defense and/or max health bonuses from sets. How far you can go with sets depends greatly on how much inf you've got, so you might want to throw in that bit of information before people start posting builds billion+ builds.

I've currently got about 400mill (edit: just sold a purple was a lot less) and 532 reward merits to play with at present; can convert to Villain Merits, I can tip/get more -- lack of funds is an incentive to get more not an excuse not to! Probably keeping the spend around 1000 million is reasonable? (unsure)

All your other points seem clear enough!
If you're thinking claws isn't capable of "high damage", I'm inclined to think you've made some slotting errors there. I have a claws/WP brute capped to S/L defense that's pretty pricey. Kinetic Combats are not for the weak of pocket, but if you want it I'd be glad to post it for you.
I'm assuming by this you mean by choosing the recipes so my Healing in RttC doesn't exceed the Enhancement Diversification 90% limit?

For improvements to performance, strip all defensive toggles down to 4 slots. That 2nd flight enhancement would be much more effective as an acc, recharge, or endredux enhancement in one of your attacks. Put the new slots into claws until every attack you use has 6 slots. All of them. Every. Single. One. At 50 if you can't 6-slot all your attacks then you need to use fewer attacks or scrape enhancements from something else.
A special note for the taunt and defense debuff enhancements: Don't. You're better served for those purposes by enhancing for recharge and/or accuracy. I'd love for slotting secondary effects like that to be worthwhile, but in reality they only serve to provide alternative IO slotting means, such as Achilles' heel resistance debuff or a damage proc from a taunt set.
Air superiority is poor compared to claws attacks... the knockup from airsup is useful but a fully slotted claw brute will keep a single target tumbling throughout the majority of a fight simply due to liberal use of focus. Airsup will cause you to use more endurance for less damage and slow you down overall. Stripping it of enhancements will also give you more enhancements for your other attacks.
For IO set starters I think you should go ahead and put 4 serendipity in each defense toggle that you think needs defense. 5 (skip the acc/dam) crushing impact in strike and slash with the 6th slot used to fill whichever hole you find the biggest issue, which will probably be recharge. 6 Multi strike works for a cheap start in spin.
A build that focuses more on max health, recharge, and/or defense will be more effective (see LygerZero's comment) but will likely take a lot longer to properly build and will cost a lot more. The above set recommendations are easy to get, cheap to buy, and noticeably superior to basic enhancements. Replacing those with more expensive enhancements is a pittance on the scale of fitting several sets with Kinetic Combat, so you're not committing to anything less efficient by doing this.
I strongly suggest Tough. If you want to capitalize upon defense than weave will be a priority as well. Assault does absolutely crap on a brute and is a prime candidate for replacement by the fighting pool. I'd drop either fast healing or a claws attack (slash, eviscerate, or shockwave) giving room for tough. It's difficult for me to describe the lifestyle change of adding tough on top of a set that already has some smashing and lethal resistance. With strength of will you'll be able to cap s/l res. Please try it out on a 2nd build or on the test server. It requires no IOs to work. If you aren't amazed at the difference when fighting rikti, crey, cimerorans, council, or most any group feel free to skip this advice.

This is an endurance management one, with PP and SC helping out your end. Granted, claws has a lot of give on the Endurance area, but even still you'll start to slowly go down with a fast enough recharging attack chain.

This is my second active build (Yes, I have and use BOTH builds, pretty pennies each)
Has gloom for more DPS/DPA and Dark Oblit for more aggro management. Depending on the team makeup and SF we're on, I'll switch to this one for some more damage/aggro control if I don't need the End management really.
That, and DN on all 8 AV's on the final pull of the Master of Recluse (which I sport proudly) is a rather nice. The lil bit of -damage it does to all the AV's if they land a hit is enough to give me some breathing room.

Taosin, have you looked over the builds? Are they a help to you at all?
WP is not squishy at all and Claws offers quite a bit of control with it's range and KD/KB. Keep tinkering and researching and you'll eventually be very happy.
Couple pointers.....
WP is all about the Max HP and regeneration rate. Don't worry about putting to-hit debuffs in RttC, you want it slotted for maximum health.
Tough and Weave are a must with WP.
If you can't afford a really expensive build, put a full set of Mako in your attacks. The bonuses go well with WP.
Spin is your friend. Get it slotted for maximum damage and recharge and mow down mobs.
Use offense for defense. When you attack a mob use Focus to keep the toughest guy on his butt and Shockwave to keep the rest of the mob on the ground. Energy Torrent is basically a second Shockwave and really allows you two keep entire mobs knocked down while you destroy them with Spin.
Not only does shockwave work well with Claws, but the entire Energy Mastery Pool is a good fit for WP. You can take the "auto" powers that cost no endurance but increase your regen and recovery.
Good luck and stick with it. Claws/WP can be a truly dominant Brute.

Hi LygerZero, Yes I have looked over your builds Fantastic! I'll respec this weekend I hope and start the equipage I'll go with the endurance management build I think.
Not sure which build yet either your second active build, along with the Cardiac Alpha Slot abilities which should eliminate the Endurance management issues (and as a bonus increase resistance further); or the first build with the Spiritual Alpha Slot abilities to enhance recharge and Heals.
And Sam_Sneed, Roderick and HelinCarnate I've taken your feedback on board great perspective and will be incorporating that as well, as it'll take me a long time to complete the build.

Any advice appreciated! This was my first brute, and in retrospect there may be a reason why there are nil guides available for Claws/Willpower. What I am finding is that he is too squishy. Secondary to this is the damage output is not high, but I put this down to claws and I can see how to address this.
mg/Rech, Obliteration: Acc/Dmg/Rech
So to address his squishiness I need to increase his defenses and resistance. This comes down to how I slot and equip his Willpower. I'm also guessing that I need to maximise his hit points so that RttC works as well as possible.
I know he'll never be as good as brutes with other sets at tanking AVs, but I'm hoping he can be built to stand beside the brutes that do.
Here is his current willpower at level 50: suggestions as to sets and suggestions to enhance his survivability most welcome before I try and muddle through on my own.
Happy to completely respec him, of course.
Edit: Have not considered pool or patron powers either, suggestions there welcome too.
