Can't slot Alpha power

Trying to slot a Cardiac Boost (common) on a character I get the following message:

Incarnate ability Cardiac Boost has not been equipped because you have activated a power or have been attacked too recently.
This character has been standing still in Ouroboros for five minutes and doesn't have an powers on auto.

I had the same issue yesterday (and bugged it), and so did one of my friends. It appeared to be zone related. For both of us, leaving Ouroborous was the solution.

I saw that bug reported by a few people too. Zoning out of Oro into another area and equipping the Alpha there seems to work.

I ran into it post hotfix. I'm pretty sure that I didn't have issues prior to that (not 100% positive, though - I seem to recall slotting in Ouro prior to the hotfix, but I'm not sure of that).

I've had the same experience in a Circle of Thorns crystal cage. One theory is the effect which is preventing a power from being used (Teleport, Ouroboros Portal) may also be inhibiting the slotting of an Alpha Enhancement.

Some other points to test would be in the no-teleport zone in Pocket D, a PvP zone (where some powers are shut down), and the power suppression fields found in Praetorian Auction Houses and the Architect buildings.
