Normally, this isn't such a big problem, since I can either immobilize them with Web Grenade, slow them with either Caltrops or Poison Gas Trap, knock them down via various Robot attacks, or out and out kill them before they go too far. But when we're talking about an elite boss, I have to start grumbling a bit. More specifically, I'm talking about Burkholder, as found in Jenni Adiar's arc.

Worst of all, in my opinion, are panicky giant monsters. Deathsurge and Scrapyard are notorious in this regard; I've chased Scrapyard over half the island with a single lowbie corruptor. Even if running away is WAI for most mobs, giant monsters really ought to stand their ground more.

I've found myself saying that more than once. Good that you are reporting it instead of trying to use it as an exploit "JOIN THE AV FARM!" lol (at least I assume you didn't)

While I don't mind some running (a lot more than the average forum goer), there does sometimes seem to be some oddness, indeed.
As you've mentioned, those EBs running and not bothering to attack just can't be working properly.
Maybe you entered the mission while the EB's stand-ins were still on set?
Mission Director: "Oh, ****! Sam came in before the talent arrived... Places everyone!!"
EB Stand-in: "But... but... ACK!!! RUN AWAY!!!"
If you follow him long enough, he'll probably lead you to craft services.

I'm actually going to say that between character-burnout and THIS, I'm going to be shelving my Mastermind for the moment, and will likely not be playing Masterminds for some time. It's just annoying and unfun, and it honestly feels like I'm cheating when enemies don't fight back while I kill them.
Anyway, I have Dead Space 2 to go through, and if I'm not COMPLETELY depressed by the end of that, I'll reroll another 50 Blaster.
