Only real way to do it is give the friend your money information so he can use it to purchase the booster, or he can give you his account information, so you can do the same.
The BEST way to do this is to purchase a NCSoft game card, which you can buy at GameStop, WalMart, Seven-11, etc, and email him the code on the card, that way the money information isn't in the form of a credit card or paypal account number.

Granted, if you buy them a month of game time, they theoretically have the money to buy the booster for themself.
The only way to literally buy a booster pack for someone else (rather than giving them the money and telling them to do it themselves) is to log into their Master Account, go to the store, and buy the booster with your own credit card or PayPal. This isn't really a good idea because, even if you trust the person implicitly, giving your account information out isn't a good idea, I think it's against the EULA, and if the system records the master account being logged into from multiple IPs within a short period, it may flag the account as "possible fraudulent use", and when that happens, the account gets banned until the owner can verify ownership of the account, which is a pain, and can result in a week or two of lost game time as the ban gets resolved.
People have been asking for a way to gift Booster Packs for a while, and the devs have acknowledged that they know that we want it. However, something like that is not something that they would have direct control over; it would be in the hands of the Marketing department. If you feel strongly about the need to gift Booster Packs, I would recommend contacting Black Pebble and letting him know.

I still have no idea why this was changed.
I have a friend who plays City, and I'd like to buy the boosters for him because he doesn't have any of them. (Ok, a bunch of us want to each buy him a booster so he gets them all.)
How is that possible?
