IIRC one of the cowering people is also a teller, and that's who you need to talk to.

I never liked this aspect of the last mission (although the mission itself is great). There really ought to be some sort of clue that the teller might not be where you'd expect them to be (that, or just freakin' move the teller to behind the desk).

I went into the bank. There were two guards, a spate of citizens and three tellers behind the desk. All were terrified and although the instructions were to speak to a teller none would talk to me. Apparently neither would the chat channels or the GM. I could get no help. This is my last hope for a viable solution.
