Hm. Let's edit this to make it less sure of the issue...
Make sure you don't have any Fame Points that haven't expired. If you've gone to the Rogue Isles and found Villain Tips I don't see how that could be the case, but it won't hurt to make sure. Also, make sure you didn't use up some Fame Points on those villain missions, although again you said you deleted them without running them.
If that is not the problem, then it is probably just a string of bad luck. I don't know what else to suggest other than to get a Hero Tip team as you said. Hopefully you will earn a tip of your own by running one.
It's been over a week since I got/did any tips, so it's not any of the slots being full. I really don't know what kind of string of luck would equal no tip drops in 12+ missions.
Maybe try defeating lower level foes? Any foe over level 20 can give you a tip, no matter your level. I get them all the time in Talos defeating grays. Maybe something like that would work?
I have no idea how you could go that many missions and not get one. That's amazing in a bad way.
According to a thread in the Going Rogue forum, hero tips for rogues don't currently drop.
I wonder why 6? That's where I got stuck, too.

In i19, they added new tips specifically for Rogues in Paragon and Vigilantes in the Isles. A friend of mine posited that the timer that stops you from getting the same tip twice in a row is borked for those new tips, and once you've run all the new ones, you can't get any more until the timer runs out - whatever it may be set at.

Interesting theory...if true, then you may be able to get tips again if you get into a new level range for tips (and therefore have new tips available that you haven't run).

So, I moved villain to rogue and fine. I went to PI and got the first 6 hero tips fine. Now I get nothing. I started at 45, and I've run enough radio missions at 0/X3 with bosses to get 2 bank missions and leveled up to 46, and no tip drops.
I went back to grandville and got 3 tip drops in < 10 minutes. I delete them, back to PI and nothing. I'm still rogue and still have the rogue power, so nothing happened to change my alignment, but I don't get drops.
I bugged it, but I wanted to know if anyone else has seen this and if so, is there a workaround. I'm thinking I'll try to get a hero tip group, but it would be nice if I could get a drop myself.
