Just curious on the communities thoughts on what will hold up better.

That's what I was thinking too, My play style has always been more about shield toggles anyways

Hold up better in what exactly? zone? arena? lol dueling?

Id have to vote Kinetic/Willpower.

Willpower on a scrapper is absolutely terrible. You can get close to cap on an elec, but with a heal, among other useful tools.

Elec offers enough survivability that if you're dying, you're doing something very very very wrong, or it's a situation that nobody could live through (several stalkers camping hibe, several blasters keeping you TS'd and chase you into phase, etc). So, if ypu're not dying, then regen doesn't really add much. Elec gives you debuff protection, and you don't have to deal with tryhard droners.

So now that I have made my toon elec, what power pools should got with? Aid self? Tough? What else, I haven't done pvp or even played since about i15 so any help is good help.

Edit: also what incarnate should I go? I was thinking cardio but idk.

definately take tough and i would take aid self just for the extra heal.

then you'll need a travel power (ninja run ussually isnt enough), id take super speed so if you get -jump you can still move.

SS, SJ, phase, tactics

Those are the pools you want on a scrap

It boils down to playstyle. I have SS, SJ, fighting and medicine. I use targeting drone for perception in RV. My escape move is VIP jump pack. Sometimes I'll pick up the temp phase but usually I'm too lazy. Personally, I find elec to be pretty squishy without tough.

I totally agree but do I want to throw in tough, or just get manuvuers to cover for the defense cap?
Also thanks for all this help so far on this build DaveMebs, I really appreciate it.
