Take Combat Jumping instead of Group Energy Flight.
Put a recharge instead of a third damage in all your attacks.
Stop being lazy.
Play this peacebringer only on teams; your performance while solo will make you cry.

You will not believe how quickly you will run out of endurance on this build. 3-slotting stamina will barely make a dent in your endurance efficiency, what with the three shields running that have no endurance reduction whatsoever. You could remedy this problem by having the appropriate alpha slot, or by sacrificing a few of your slots to have endurance reduction on your powers.

Put KB protection in your flight powers, otherwise things like 5th column will pseudo-lock you with their constant knockback.

That biform build is downright deplorable, to the point where I wonder if you're actually being serious or are just putting us on.

Don't slot nova attacks for defense debuff. Don't slot Nova form for anything. Your attacks need recharge and endurance reduction. You don't need to slot White Dwarf Step. Human form should not be useless. You don't need endurance mod in White Dwarf Form.

Ok, while im 99% sure this is a joke build of some kind, I'll take a second to suspend disbelief and pretend it's not. Just in case this is a player who has never played a kheldian in his 5 years playing or put together a build before. There are some out there, I suppose.

Ok, if you are going to just pick powers from the primary and secondary to have "something" there and then leave them completely unslotted, consider pool powers that carry over to the new forms. Take build up and slot it for 3 recharges. 3 slot conserve power because on SOs with your current set up you are going to need it. Take Hasten and 3 slot with recharges. nova doesnt need any slots at all, and while you mentioned you werent interested in IOs at least consider putting a single performance shifter chance for +end into nova, dwarf, and stamina so you have the triple chance for it to proc. white dwarf doesnt need the end mods its fine with 3 resists. since you have the spare slots slot up essence boost and reform essence so you can self heal between fights (or during, whatever). If you arent running any IO sets to manage endurance issues or have faster recharge, please consider tossing at least on end redux and recharge into your attack powers. Dwarf step needs no slots at all since if you really need to travel long distance you may as well use the free fly power you get. New buffs to flight speed means you dont need to 3 slot fly anymore, just put one fly speed into fly and you are fine.

I would also consider, based on the quality of the initial build submission, that you read Memphis Bill's "Raising a peacebringer" guide that can be found at
http://boards.cityofheroes.com/showt...g+peacebringer

It may give you some good tips on planning out your PB better.

(Given the number of posts and how long the OP has been on this forum I'm assuming this is a joke of some kind but this advice again is given with the hopes that maybe it's just someone who needs help instead)

Actually, with the new flight speed buffs, your fly sped is at the cap with no enhancements at all.

On your first build, if you want to keep from running out of end quickly, use the following slotting:

One accuracy, one end reduction, two-three damage or def debuff or disorient as a default on your attack powers.
For the nuke, you want one accuracy, one recharge, and the rest in damage; the end crash means an end reduction is more or less pointless.
I would definitely put a recharge reduction in Photon Seekers. As what is effectively a mini-nuke, you want them up often.

Conserve power is great, but it's not going to be up all the time and an end reduction in an attack power is far more useful than one in a shield.

I'm getting the feeling, from the proposed builds, that you haven't actually played said Peacebringer, yet.

Ok. Gonna stop ya right there. (Lol. Wit Da Force! ) End Reduction enhancements are a myth. Like Santa and the Easter Bunny. Suggesting them to people can only make the situation worse.

Found the biggest problem with your build. Don't know how you could have missed it.

It's the end. But the moment has been prepared for ...

Might have been better to say something like
"Please note I'm not going to use any IO's. Too broke"
or
"Please note I'm not going to use any IO's. I'd like to see if it can be done with SOs"
or
"Please note I'm not going to use any IO's. Ninjas kidnapped the president and I'm a bad dude"

The first statement just makes people like the OP less. And that's sad. Cuz we should all like each other. Cept for Dechs. Cuz Warshades suck.

Um...

That's not a "problem," that's a "preference." Not using IOs/sets is not a problem. (And yes, I *do* have 50s on SOs/commons. And yes, they finished their Incarnate arcs, too.)

That's the best reason ever, right there.
