There are several channels on Pinnacle for such things. Cozmic's playground has the most people in it, but the quality overall is low. Pinnbadges is slightly better and more often used. There are also a few other private channels that are invite only.

yes it is public, you just need to send a tell to a moderator to have your global unsilenced so that you can respond in the channel
I think you can belong to ten global channels at a time.
When you're in game, click the "TAB" button on top of your chat window.
go to "Channel Search" or "Join Channel" and type in Pinnbadges
Like dark omega said, you'll have to pm a mod/op in Pinnbadges to be unsilenced (they have the star next to their name) and then after that you'll be able to speak. After you join a channel, you'll by default have it in your chat, you can right click a chat tab to edit which window it appears in.
I'm not a mod in those channels but i have them on the payroll if you need assistance, send me a tell in game @xfunk and i'll get those slackers on the ball.

You can be apart of more then 10. I do not know the cap but i have 13/14 on each of my accounts. So maybe the cap is 15 now?

Saem cast of characters on the Playground and Pinnbadges.
I have them both up and it's usually easy to grab a TF. Sometimes you have to *gasp* start the one you want/need yourself, but it gets done.
I asked a Moderator earlier this week to unsilence me. They did but then today I tried to respond to a team forming, and I have been silenced again.
I can't imagine I aggravated anyone in the channel since I have never actually SAID anything in the channel.
What exactly am I missing? Did sombody forget to teach me the secret handshake?

I think unsilences sometimes get undone if the global server resets. I'm sure you would have been told if you had done something wrong, it usually takes quite a bit in order to get silenced.

There was a global/e-mail rollback on thursday that happened unintentionally. It's very likely that you weren't silenced on purpose, but the server rolled back to the time when you were silenced.
Note: Even if you're silenced in the channel, you can still send a tell to anyone forming a TF, so the silence won't stop you from getting in on them.

Yes, it's sometimes crude, but it's always useful and always fun. If it ever starts to become not fun, there are mods to take care of it.
