Help decide: Ice/Rad Corr ...or Rad/Ice Def ??

I'd say Corr. Scourge+Ice Storm/Blizzard is good stuff.

Sorajin - Elec/Nin Stalker
Neuropain - Sonic/Mental/Elec Blaster
Is that confirmation that a check for scourge is made on every tick akin to Rain of Fire?

I'm not absolutely sure on this but I think Ice Storm and Blizzard do 3x damage on scourge like RoF does.
Corr is definitely the better choice though, either way.

I really like the potential in this combo (notably EMP + Aim + Soul Drain + Ice Storm + Blizzard + Dark Consumption), but I'm having trouble deciding on def or corr...
Do Ice Storm and Blizzard Scourge on every tick?
