Sudden massive framerate drop
Yeah, an NVidia 8300 is pretty weak. It's not really a gaming class card. As you've seen, the game is going to be slow no matter what. I just want to point out that during a Rikti invasion, a lot of "lag" comes from the server anyway. If it's any consolation, I have a very powerful gaming machine and the Rikti raids are pretty much a slideshow for me, too. On your machine, I shudder to think what it must be like.
I have 2 suggestions: First, turn down the max particle count. A lot. Like maybe to 15-20,000 or so. I though I remember a post on the forums that states that 50,000 was way overkill for the game. I keep mine close to 25-30K
Second, just avoid the zone-wide events. They aren't useful for you anyway.
I'd also recommend updating Windows Vista as it appears to have NO service packs installed. Service Packs include security fixes and other critical updates and resolve several problems.
Since you don't have the Service Packs installed, it's very possible that you havent' done any Windows Updates at all. You can download SP2 through Windows Updates, as well as any other security or critical updates, but it make take running it and installing the patches several times before SP2 is installed.
I'd recommend downloading the SP2 standalone installer instead using this link, saving it to your desktop, running it after the download finishes then reboot and run Windows Updates. After installing the available important updates, reboot and run Windows Updates again, install any available important updates, reboot, repeat until no more important updates are available. Don't install any drivers, especially video drivers, from Windows Updates. Always get driver updates from the hardware manufacturer or your OEM (Gateway in your case).
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I cannot install service packs. I have always got an error with it and the one time I went to Microsofts help page to have that fixed I was given advice that basically nearly trashed my computer. I've really never found any help on how to solve that problem.

If a service pack will NOT install because of an 0x800 type error, you got bigger problems on hand than a game simply locking up. Your system problems need to be addressed before we can even think about specific problems with a game.
Do you remember or write down what the error code is when you attempt to install a service pack?

I don't think any turning down graphics would make a difference. I have had this happen with settings at very low. And unless the game had a graphical engine change over the past 10 months, theres really no logical reason why this would not happen 10 months ago but happen now.

If you try running the game with minimal graphics settings and your problem persists, then we can definitely conclude that the problem is not graphics related. If you try running the game with minimal graphics settings and your problem goes away, then we can conclude that your problem is definitely graphics related.
Issue 17, which was released about 10 months ago, included many graphics engine changes to the game. I don't know if you stopped playing before or after the release of I17.

I'm fairly confused as to why I have problems with COH but not, say, CO, LOTRO, TF2, or L4D2. All of which run smoothly for me.

Toony, can you post a HijackThis log (link in my sig). I'd like to see what else is running on your machine that might be interfering here. It's possible you have some slightly "overzealous" anti-malware product stopping you from running the upgrade.

try turning AVG off...
or more risky... uninstall AVG then try to install the service packs.
I remember encountering this type of error with older versions of ClamAV.
I actually don't know how to turn AVG off. Theres options to turn off some of it's features but others have no "off" switch that I can find.

- Open up the AVG managment console.
- Right-click on Resident Shield and select Advanced Properties.
- UN-check "Enable Resident Shield". And OK your way out of it. That'll turn off AVG's antivirus.
Just make sure to re-enable it afterward.
So I just came back after almost a year hiatus and have been having this problem periodicly. When things get really heated (something like a Rikti invasion gathering, for instance.) the game slows down to a near freeze. This doesn't happen instantly and it doesn't always happen in graphic intensive spots. It sometimes happens when just standing around. Leaving the spot does not solve it (and is near impossible because the framerate has basically dropped to like 1 every 5 seconds) and I have found no way to solve it aside from waiting for around 5 minutes in which it magically solves itself. Alt tabbing for a long time sometimes seems to cause it but I can't tell if it actually caused it or I just alt tabbed back in while the game was having a fit.
I don't have a great computer but I don't play on high settings and I never had such a problem when I played before. I don't like joining any teams or anything now because I have no idea when it'll happen. Sometimes it'll go a day and not happen or it could happen several times in an hour. The game is not unplayable (when it isn't happening) but it's not fun to suddenly get a time out for 5 minutes.
