KM/Regen okay?
In general, the answer to the question "I just made a */* scrapper, will this be decent?" is almost always yes. There are certainly combos which are especially synergistic and combos which lack any real synergy, combos that focus especially strongly in certain areas and combos that don't, but overall it's actually pretty difficult to make a completely gimp scrapper. As long as you are intelligent in choosing and slotting powers from your chosen sets, you'll almost always turn out at least decent.
I don't know too much about kinetic melee, but what I do know suggests that you'll definitely want as much recharge as you can swing - KM benefits a lot from having power siphon up as much as possible, and of course regen wants lots of recharge as well for its clicks. Aside from that, I would probably take the fighting pool and try to get some basic defense and resistance to layer with your healing and regen. With resilience, tough, weave, combat jumping, and the steadfast 3% you're sitting at around 20-25% S/L res and about 11-12% def - add some more S/L def from stuff like reactive armors and smashing haymakers (also try a pair of rectified reticle in power siphon) and you'll have a nice layer of additional mitigation on top of your healing/regen.

In my opinion you really can't go wrong with /Regen, no matter what the primary set is.
I have a KM/Regen and find it to be pretty good. Granted the toon is only level 22, but still, Regen is a great set and one of my favorites.
KM with Siphon Power has great potential, but it almost demands that you take as many powers as you can (well, except torrent) so that you can boost your damage.
My only complaint is that the animations seem to be awfully long with Kinetic Melee. Constant waving of your arms, etc.

I think I want to mostly echo both posts above. It will do fine, and +rech will make both sets very happy, but do be mindful of long animations, which can definitely be at odds with Regen's clickiness.

Thanks for the input everyone. I have already noticed the long animation time for my KM attacks, but I can live with that. I actually love the way the set looks so far. As for regen, I was a bit worried about it because I once had a /regen stalker who was terrible, but I think the scrapper's additional HP is making all the difference. So far, I am really enjoying this toon.
/Regen's clickiness also makes the Power Siphon mechanic difficult, too. Time clicking a heal is time not hitting a target and contributing to power-up. Pitty "active mitigation" isn't rewarded more.

But I can see where KM might be better suited for something like Willpower (which still gives Quick Recovery and Fast Healing) which has more passive defenses or Invulnerability (although it's an end hog).

So I made a toon based entirely on concept and not so much on effeciency. He is the Praetorian counterpart to my Primal Earth nrg/nrg blaster. My blaster got his powers from a laboratory accident while perfoming an experiement (cliche, I know, but cliche superhero is sort of what I was going for). In Pratorian Earth, said accident never occured, but he set himself up with tech that grants him superpowers, more specifically, kinetic melee and regen. I simply would like to know if this is a good combo, as I don't see it discussed much on the boards and haven't seen many toons with it. So far, I have soloed to level 7 and love the way it looks. Is is a decent set? Is it underpowered? Will I be shunned from teams? Just seeking general input and feedback on this powerset combo. Thanks!
