Ice Tank, Defense and the Cap
I'd ditch tactics and summon striker myself, then find a home for the steadfast res/def ( likely in permafrost). Also at the start of a fight, use Energy Absorption to boost your defense. By doing this you only need to get around 35% defense via other powers and bonuses to soft cap in combat.
I am an ebil markeeter and will steal your moneiz ...correction stole your moneiz. I support keeping the poor down because it is impossible to make moneiz in this game.
I'd go in a different direction entirely; ditch Permafrost, Maneuvers and Tactics and replace them with the Fighting Pool. Weave gives twice the defense as Maneuvers, and at a lower end cost. That and the Steadfast +def will allow you to back off on the S/L def bonuses considerably. You could, for instance, ditch that Oblit set in Icicles; a poor choice for that power since it has little end reduction. I also agree with Lohenien that it would make sense to drop one of the Mu powers for Tremor--Tremor is a very good power and not "skippable" in my book.
But in general, it is definitely worth soft-capping E/NE defense on an Ice tanker. It's not at all hard to do, and Energy is the most common damage type after S/L. With Weave and the SP +Def, you could get there just by 3-slotting Eradication in Icicles and Tremor.
By the way, your Smashing Haymaker and Kinetic Combat sets are underslotted for damage. You could fix that easily enough by putting any Acc/Dam set IO in the fifth slot. (IOs with Rchg and End Reduction as well are also a good choice.) The Force Feedback proc would be better in a AoE power like Tremor than in a ST power.
You also don't want to slot the Miracle +Recovery in Hoarfrost, if you do, you'll only get the benefit when Hoarfrost is up. Put it in Health instead. I like 5 Doctored Wounds in Hoarfrost, and you can put the Steadfast +Def there or in Tough if you take it.

Great. Thanks for the feedback.
I went with Maneuvers and Tactics because of the ST team aspect. At these levels and the amount of debuffs the other group members have...it might be overkill. So, I will be removing Maneuvers and Tactics (and I can sell my Gaussian's for a pretty penny)...but you really think losing Permafrost is a good idea? I can do without Static Discharge...but I figured extra Res was good. Plus it has the Slow resist....
Also, when messing around with Mids...after changing the extra slot in my ST Melee's to a damage...it puts me way over the ED cap. So I might make the extra slot recharge...or accuracy.
Thanks for the help...this is a hard build to get right (I know there is no "right") but I think I'm close with your help.

Personally, I think it's very skippable, especially if you need the space for something like Weave or Tremor, but your call.

Awesome! Thanks for the help guys....I have 6 built up respecs, so I plan on playing around with my build before deciding on 1. It seems like you both got to the same result, one with more attack and the other with more Recovery and Regen.

One thing I like about Permafrost is that it allows me, with the Winter's Gift IO, to get to 100% slow resist. I think about taking Permafrost out every once in a while, but it's great as a home for the 3% DEF and I just love that slow resist.

Just as an addition to that slow resist thing, energy absorption ALSO gives you slow resist, I believe per person hit although I may be wrong. I know my ice tank with permafrost becomes slow immune at one person hit by EA without any slow resist from IOs.
[edit] Just checked CoD and it looks like EA gives a nonstacking 20% slow resist, so it doesn't matter how many people you hit its always 20%. Still, thats enough to cap your slow res if you already have permafrost.

Knight Court--A CoH Story Complete 2/3/2012
I've been having trouble with planning my Ice/Stone tank past 38...as far as slotting goes. I know I want to go Mu Mastery...but I am waffling on Tremor vs Static discharge. I've got myself at 47% s/l and 30% n/e defense...do I really need to keep looking at Def set bonuses now that I am past the s/l soft cap?
I will include my planner build and if you could offer tips or tweaks, I would appreciate it. This is my first Ice/ Tank....and the highest level tank I've ever done, so I am in uncharted waters.
