New player with first Dom build, thoughts?
First of all, welcome to the game!
I am not a min/maxer, so I won't comment on your build in that fashion, but just to let you know you have slotted some of the more expensive non-purple IOs in the game (Numina and Miracle uniques, Obliteration and (some of) Positron). It's not a big deal, just be aware that you will need 500M+ (more like a 1B+ at today's prices, but if you are patient prices will come down).
And, yes, you can run 5 tip missions per day and a morality mission after 10 of them to get an alignment merit that you can turn in for 5 random rare recipes. I highly recommend that.

I think the build is very doable. You can roll a random rare recipe for one merit, or if you do 10 tips and 2 alignment missions, you can flat out choose the rare recipe reward that you want. You are able to start the tip missions at level 20 if I recall.
Check out the guide on the Market board about how to gather influence on lowbie characters.
An AoE sleep power can be situational. If you are soloing, you will obviously be able to leverage the benefits in your favor since stray AoEs from teammates won't disturb the sleepers. It is true that certain harder targets are susceptible to sleep and especially immobilizes, also to your benefit. Confuse is the backbone of your controls. More recharge for seeds of confusion and then more recharge for perma-dom is the clear prioritization.

Thank you both for your imput, I didn't know some of the receipes I used were that expensive (other than the LotG) but I think I can do without Miracle and Numina's, though I would of course be putting all my eggs in the Drain Psyche basket lol
I can certainly do without Obliteration in Phoenix, its just there for the recharge, but I think I can have permadom without oblit in either of the two places I used it. Positron's is so light on Recharge in its set that it shouldn't be expensive lol
Maybe I will do Melt Armor instead of Phoenix, since I can slot LotG in it, does anyone have anything to say about either of those, anyone love Phoenix, or love Melt Armor?
Is Resistance as good to have for a toon as Defense?
If you use tip missions to level up with, it isn't that hard to get one of the rare recipes every 4 days or so. You can only get credit for 5 tips per day, so it wouldn't be like you were locked into just that content.
If you solo a lot, your self-rez would be more useful to you potentially, unless you are a flawless player Melt armor is a really good AoE debuff. I tend to love the debuffs.

I have a self rez on five or six alts and rarely use it. Unless you like setting the difficulty fairly high, dying is not very common in this game.
On the other hand, I love Melt Armor. Anything that reduces my opponents defenses so I can set him on fire for more damage is goodness to me
I think the numbers on Melt Armor looked kind of bleh to me, I think Thermal gets a much better one than the APP pool gets?
I do plan to solo a lot and am far (far, far, far) from perfect, but learn something great about the game every day. Like last night on my Katana/ Willpower scrapper, Madam Cho, who is much hardier than I ever thought she would be, and who will get her best defensive power when she levels again and hits sixteen. I discovered just how damn good Air Superiority was on a melee toon. I was able to entertain myself for quite a while just bouncing orange enemies around the map. Would this Dom be gimped without Air Sup, for battling AVs?
I replaced Obliteration in Shockwave with a yellow set, stats went from:
15.6 Endurance down to 13
6.4 sec recharge up to 6.9
143.8 accuracy up to 149
and 173.7 dmg down to 168
Losses don't seem too bad going from a high money orange set to a yellow one and I even gained on accuracy/endurance.
Hopefully taking out both Obliteration sets, the Miracle and the Numinas saved a lot of Inf. Here is the new version:

Again, welcome to the game and the forums! As a fairly new player myself (less than 6 months), let me say that I wouldn't shy away from an expensive build. Aim high. I cut a lot of corners on my first toon's build and was constantly wondering what could have been.
If you are running your 5 tip missions every day, you can pick up enough alignment merits to get those high end IOs well before you ding 50 (provided you aren't PLing in between). Once you get a feel for how to play the market, the influence starts flowing pretty nicely. Within 4 months, I was able to get my Elec/shield brute to 50 and dropped about 3 billion on his build. I don't have to wonder if he is at full potential with a build like that . Also, I would highly recommend joining an active and friendly super group, as mine has been extemely helpful to me. May I ask, on which server do you play?
I know I didn't answer your original question, and for that I apologize. Just a little advice from one newbie to another. Take it for what it's worth.

All of them are on Victory server, I just picked one at random. Virtue I've learned since seems to be the rp server which I sort of do.
My @ name is @Jericho Kane, I wanted my first toon, sonic/nrg blaster to be named Jericho but that and every other sound related name I could think of was already taken. I since gotten better at naming but at the time, all I could think of was add another name at the end.
My friend says it sounds when you say it aloud like 'Jerry Cocain' which I did not want. Is there a way to change your @ name?

The PVP +Def IO is hopelessly expensive, and in short supply. And wasted on a character with little to no defense.

I cant really comment on anything right now as I'm as work and don't have access to Mids but here are a couple minor things that I see right off the bat on your Plant choices.
Note: All of these things are my opinion coming from a Plant/Ice Controller and a Plant/Fire Dominator.
Vines is over slotted. 4 slots of Basilisk's Gaze is plenty for this power as I only ever use it in emergencies such as an ambush with no Seeds of Confusion or Creepers waking up a second spawn.
Spore Burst can really benefit from 6 slots to put the relatively cheap Fortunata's Hypnosis purple set into to get another chunk of 10% Recharge.
Fireball and Rain of Fire do not need the extra recharge so consider moving those 2 slots to Spore Burst along with the 2 from Vines.
Hasten's 3rd Recharge IO only gives it an extra 5 seconds or so off it's recharge time so there's another slot you can use somewhere else.
You have Creepers and Fly Trap slotted the reverse as I have mine slotted. I 6 frankenslot Creepers to fit in 3 Damage Procs and will be 6 slotting Fly Trap with Expediant Reinforcement to replace the a 6.25% Recharge that I will loose when I switch Fireball (or Roots, or Fire Breath) from Positron's Blast to Ragnarok and gain a big ol' chunk of Ranged Defense.
Lastly, I'd drop the single target Immobilize power (Entangle) and either Maneuvers, Combat Jumping, or Hover/Fly and replace that with Stealth/Invisibility/Grant Invisibility from the Concealment Pool. The Concealment pool gives you 3 powers that can all take Luck of the Gambler and none of them need any more slots. If you can find another power in your build to drop, I'd highly recommend adding the 3rd of the 3 powers in Concealment.
This all being said, I'll see what I can put together for ya when I get home for a Plant/Psi Dom if you're still looking for build opinions. Kinda curious to see what it can do now.

Thank you for continuing to comment, I dropped the PVP +3 defense, and I had already dropped Maneuvers for Stealth (as MIDs seems to indicate that Stealth and the Stealth IO stack, even though Stealth doesn't stack with Steaming Mist, etc.)
It's pretty clear which are the non-must-haves but I was wondering if you could rank what you thought was the worst to the best of these non essential powers:
Entangle - Do I need it for bossesAVs if I have permadom?
Spirit Tree - I like this tree and wanted it for groups, but just can't seem to fit it in, Drain Psyche makes it uneeded for solo right?
Spore Burst - For Task Forces right?
Psionic Lance - Could you immobolize AVs then shoot this at them, would that keep you out of their range since this is a super long distance sniper shot? (well over 200+ with range)
Rise of the Phoenix - I like the staggering dmg that accompanies this revive, does anyone love this power?

Spirit Tree: I honestly don't know enough about it to say anything about it other than to point out the fact that I've never taken it nor encountered a situation where I said to myself, "Man, Spirit Tree would have helped here..."
Spore Burst: To sleep nearby spawns, for Task Forces (assuming you don't have a Blast that immediately wakes the group back up), and to slot a cheap Purple set that gives you another 10% Recharge.
Psionic Lance: (Well, all Snipe powers) These all take so long to fire that the DPA (Damage per Activation) are almost always less than any other ranged damage power you have. I will double check this about Psionic Lance as I'm talking more in terms of generalities than specifics.
Rise of the Phoenix: I don't die so the power would never be used. I guess you could make a combo of dieing in the middle of a spawn on purpose just to fire off Rise of the Phoenix but this seems a bit silly to me...
Especially since Seeds of Confusion=>Fireball=>Roots=>Rain of Fire=>Psychic Scream=>(Jump into Spawn)=>Psychic Shockwave with Creepers doing their thing all at the same time will decimate spawns like you wouldn't believe. Ya know, that whole hot knife versus butter thing... (That may not be the best order for using the powers but I do like to wait a bit on Roots so the mod will condense down on itself a bit to give me more targets for Fire Breath/Psychic Scream type cone powers to hit before I Root 'em in place.)
I'm really interested in seeing how Plant works with Mind now... I get to leave in 2 minutes and it's about 90 minutes to get home. I'll try to have something concrete for you to look around 6:30 PST.

As you can see, I've left a power unchosen and you also have 6 more slots to put into Health, Stamina, Drain Psyche, etc as you see fit.
A quick comparision of the two numbers that I really pay attention to with a Dom:
Recharge:
Mine: 183.8% with Hasten. (2.59 seconds short of perma-Hasten and almost 20 seconds of Domination overlap. Also, 7 seconds short of perma-Domination if you never have Hasten on. Also, Seeds recharges in 20 seconds and lasts 60.)
Yours: 138.8% with Hasten. 7 seconds of Domination overlap.
Ranged Defense: (The only one I pay attention to with a Dom, if people are meleeing you, you should be using Vines, Seeds or Spore Burst, not hoping for Defense to save you.)
Mine: 28.5%
Yours: 18.7%
Now, this all being said, if you're set on Fly as a travel power, you'll have to drop Combat Jumping. (Don't drop the Fighting pool as Weave is actually a good defensive power and it's nice having a place to put the Steadfast Protection +3% Defense IO.)
So, take this how you will but note that this build is very similar to my Plant/Fire build and she absolutely melts mobs with absolutely zero trouble.
Oh yeah, one last thing. Don't rule out things like the Numina and Miracle Uniques as too expensive as all it takes to get them is 4 days worth of Tip missions (starting at level 20) to earn the 2 Hero/Villain Merits that they cost from BOLTER and Trachcan. Also remember that once every 20 hours you can "buy" a Hero/Villain Merit for 20mill Inf and 50 normal Reward Merits.

Too many Alts, not enough 50's. Story of my life...
Hi, I am pretty new to City of Heroes, been playing a little over a month, and I love the game! I've tried a bunch of different ATs and power sets.
I've come to love Super Strength, Weather Control, Illusion, and Plants, most especially Plants. I've played a bit with Plant Controllers but I think maybe the control/damage of Doms might be better for me than the control/support of Controllers. Not sure yet, but I really want to try.
Being a new player I tried to make this build at least realistic, inf money wise. As a new player, I don't have a lot, so I didn't put in a single purple enhancement, and only used one PVP enhancement in the whole build.
Someone told me that after four days of doing allignment-reaffirming tip missions, you can get a Luck of the Gambler enhance. so that's why I included them. Does anyone see any expensive enhancements in this build that can't be purchased in this way?
I intend this build mostly for soloing, some duoing with a friend, but to be not team-unfriendly if called upon. Also to be able to large spawns (farm?) to help me get inf to IO my other toons I like. But also to hopefully be able to take down at least the easier AVs on her own, if it's possible for this AT. I am starting him in the neutral Praetoria area (my first toon there) as I see this Dom as more of a hero. I have Ninja Run and many of the other expansion packs as I just love this game.
This will be a plants/psi/fire toon I think unless anyone thinks that is a really bad combo. I chose Psi because of Drain Psyche as stamina is often an issue with toons I create. I chose fire APP because it seemed to have good AOES and armor. I also looked at the ice APP pool but fire seemed to fit better for me.
I see this toon as mostly ranged, swooping in occasionally to Drain Psyche or Shockwave, so Mind Probe was the only power I took off the table right away, all the others from both sets seemed at least situationally useful.
But to achieve permadom without purples, I had to lose some powers to fit in Luck of the Gambler mule powers. I gave up Air Superiority for Hover, etc. Here is what I came up with:

Set Bonus Totals:
The set doesn't have a lot of defense but I was working hard at trying to fit in as much recharge as possible to get permandom. Does the lack of defense gimp it? It doesn't have perma-hasten with no purple sets, should I go recharge with the new Alpha slot, or damage or something else?
I had originally dropped sleep but then someone said it's useful on certain task or strike forces as evidentally AVs can be slept or immobilized a lot easier than they can be held, stunned or confused. Is that true?
I originally had Strangler two slotted with Lockdown and was happy with it, but four Bask. Gaze gives me needed recharge.
My main single target chain would be Mental Blast and Subdue. If they are immune to Psi dmg I have Entangle/Strangle.
My aoe would be some combo of Shockwave, Psychic Scream, Fireball, Rain of Fire, etc. etc.
I know self rez powers aren't super popular, but I think Phoenix would work for me. If I find out I don't need it at all, I could always take Melt Armor for another LotG.
My pet Venus Flytrap may need the most help, he's really Frankenslotted, but MIDS didn't have any info on how much dmg he does, etc. I read that putting recharge in him is good online, so I did. But I don't know how much of a defense debuff he does. Is the extra def debuff there good, or is his original debuff too small to be worth buffing? Also is the -Resist proc in him good, or should I take that out to save a slot.
I think my Sleep could use more accuracy so if I can save a slot in the pet, that's where it would go. Is Sleep a dumb power to keep, or is it worth it just for those special multi-boss occasions?
Can this build take on bosses without Air Superiority? If it can't, what should I drop to get it, Sleep? Entangle, so I can keep sleep?
I put procs in my AOEs when their damage was full, and I didn't need the last slot for Recharge or Range.
I know some of my global accuracies duplicated above five, but I was getting recharge from those powers to get Permadom.
Any thoughts, praises or condemnations are appreciated by this new but hooked player.
