Problem with hero epic power pools

So even if I were to take my Fortunata full hero-side the Hero Epic's are still locked? I was really hoping for Physical Perfection on her when I heard this was coming but apparently double banging end proc's isn't going to be an option here...

1) if you team, then playing a PB is easy street with Cosmic Balance and without any influence sunk into it

That's the general discussion on the Kheld boards too, that the game isn't structured around IOs. But if you IO all your toons anyway (my Huntsman has 87 pages of IO bonus'), then its not a big deal. Turns the SoA from playable without IOs to untouchable with IOs.
Amazing though what you can do with hero/vill merits these days without farming. Run a few missions like I would normally do anyway and bam, just made another IO that would have cost 200mil on the market...made it for almost nothing.

I was hoping to get the Stone epic (tank pool) like they have on mids. I had fossilize hitting for over 700 on some builds (with aim and followup active), the stone immob hits like a truck too.
