I keep getting declined for GR expansion.

You might be tripping some security measure, especially if you've tried repeatedly to buy after the first failed transaction. Try this:
1. Stop trying to buy GR, for now.
2. Contact NCSoft Support and ask them if they can see why you're being refused.
Most times, this solves the problem. Or at least it can point you in the right direction.

3. Or try using the alternative PayPal.
I had the same thing the OP experienced happen to me and when I tried the PayPal option it went thru without a hitch.
To the OP - I would recommend buying the complete edition not the expansion only version as it includes a free month and some in-game goodies

Usually if you buy things from BestBuy.com, you can select to pick it up at a local store, if you don't want to deal with getting it through the mail.
Actually I just ordered GR through Best Buy.com and it said free shipping. Frustrating thing is, it's backordered because NCSoft failed to mention in their announcement that Best Buy was holding their sale Sunday AND Monday for Cyber Monday..... Delivery date is Dec 14th-29th! At least only one of the two copies is a gift..... The other one if for me since I only have the $30 digital edition on my account and can get the item pack and month of play for $10.

I've been trying to buy the Going Rogue expansion all morning. I've tried two different credit cards and it keeps declining both of them. Is there something wrong with the site at the moment?
