NoPhase Timer on Sleet

My search-fu is a little off, so I'm not sure if this has been addressed yet or not.

If my dom happens to use hibernate from cold mastery, sleet goes into the nophase time and can't be used until the timer's up. I tested hiber on my cold corr, just to make sure it was a ppp problem, and her sleet worked fine right after. Is this WAI for dom's version, or should I bug it?

[Edit] Just to make it clear, I can't use sleet for the 90 second "No Phase time" after hibernate has ended. It's mainly annoying because I could usually use Sleet 2-3 times in that time period. This is also just about pve, although I'm sure it's the same in pvp. <----Clarifying just because I don't think I worded it correctly.

I can't imagine that's WAI. I would definitely bug it.

It is indeed bugged in pvp as well, definitely not WAI. I'd bug it.

Jargon translation:

Sleet's cooldown is tied to Hibernate (and probably other invuln/phase shift powers). If you use Hibernate, you'e to wait several minutes instead of 90 seconds to use Sleet again.

Ummm... not quite.
Hibernate and Phase Powers can't be used one after another. The "no phase" period refers to the time after you use such a power, and during that time no other such powers can be used. You can't Phase -> Hibernate -> Ethereal Shift. You have to wait 90 seconds in between each power.

The OP said Sleet is being disabled, the way that (in this scenario) Hibernate and Ethereal Shift are supposed to be. The power is flagged to not work during the "no phase period."

Edit: Just to clarify. The "no phase" period has no effect on the recharge of any powers. I do not know what gave you that idea.

I realized that after a bit after I posted, but the end result is still essentially the same; using Hibernate interferes with Sleet's cooldown.

I posted because I've been playing off and on for a few years and I still didn't understand what the post was trying to say, so I figured most other players also wouldn't. The only phase power I'd used before was on my Warshade.

Understandable. It's still "not quite" though. It only interferes with cooldown in the sense that you won't be using Sleet as often, the same effect a longer cooldown will have. Depending on your current ±recharge, it could have no effect, it could mean waiting to activate it for 2-3x as long, or (if you Hibernate first) it means not firing it at all.

Similar conclusion, but different.

Yeah, I bugged this back when Sleet was added. It's the same thing for the Jump Jet and a few other powers, oddly affected by NoPhase.

I'll echo what others have said that you should bug it, though I have stated in this thread a few posts down how I feel about that.

Actually phase powers can be used in that exact way (Phase -> Hibernate -> Ethereal Shift) back to back. NoPhase allows you thirty seconds of a free-for-all phase activation period where you can activate any phase power at your disposal followed by 90 seconds of blocked out powers and nonphased time.
