Energy Manipulator Enhancement?

The Proc in that set gives you a chance to stun. Since that goes in an End Mod slot, it can't be used in a power that's used to attack someone.

Does that mean its a global chance to stun for all your attacks?

Any attack that drains Endurance or debuffs Recovery, e.g. most electric attacks, Transference, Consume etc, can take Endurance Modification sets.

There are some attacks..like electric, that drain endurance and therefore take end mod enhancements. Be forewarned though it wont stun anything other than a minion unless you stack it with another stun power. Then you can never enhance the stun duration either. Its kinda weak IMO.

Also, you dont want to stick it in stamina, or you will end up stunning yourself.

Heh...obviously, I'm not experienced in electric attacks ^_^ So it's probably not a global then.

I'm - damn near 100% certain - that it doesn't do that anymore, in fact IIRC it doesn't affect players anymore, even PVP...

They changed it quite a ways back - I don't think they managed to re-work it so Kins couldn't grief everyone in sight (even accidentally) or screw themselves over slotting it in Quick Recovery - although the set bonus for that isn't really attractive enough for most people to slot it like that.
But it did use to happen and people wound up stunning themselves in a pretty comical fashion = a 10% chance on auto - every 10 secs...

If it worked like that still, I'd be half-tempted to slot it in Stamina and make a suit of powered armor that was malfunctioning for an RP char...

not since the ski slope griefers (included equal parts idiots and the same set that justfied tele-griefing people into locked locations as "the game allows for it to happen therefore it is dev intended and not griefing/exploiting"
