Best way to use "No XP"?
most contacts are five level ranges, so 1-5, 5-10, 10-15, 15-20, 20-25, 25-30, 30-35, 35-40, 40-45, 45-50, but if you cut yourself short at 4, 9, 14, 19, 24, 29, 34, 39, 44, and 49 you should be able to do every single contact possible.
Bonus points if you do it from every side possible (swap sides between 20-24, then run ouro arcs)
That's essentially the way you would do it. Of course, with Ouroboros you don't necessarily have to get everything on the first pass, but if you did, that would be how.
For a project like this you'll want to arrest xp at 4, 9, 14, etc as you said. You'll probably also want to pay attention to unlockable contacts and make sure you truly play out each level range before allowing yourself to level past it. Once you reach level 20, this could conceivably include doing all hero and villain arcs in a given range before moving on (play out the range heroside, go rogue, go villlain, and play out those arcs, then level up to the next range and do it in reverse).
The other common use of the No XP function is to 'park' a character at a given level. This might be done for any number of reasons, though the most common is farming for recipes of a given level which would othewise drop as 50s. Another common reasons include supplying Safeguard/Mayhem missions in a given niche. But for purposes of content, of 'seeing everyting' your approach is probably the best.

I think the best way you can use it would be to play normally untill you get very close to dinging, then turn off the XP up untill you finish it, allowing the Arc bonus to ding you.
This way you can attempt to keep grinding to a minimum.
I hope you're doing this "completist" run with a high damage character. I tried it with 2 Defenders back when Croatoa was released. The extended fights due to the low Defender damage really burnt me out on those characters. To this day, I am reluctant to play them. Just logging into them to change Day Job locations makes me feel weary and depressed. I was truly traumatized. Looking back in hindsight, if I could do it again, I'd use a Fire blaster or something else with lots of AOEs.

I was actually thinking about using a Tanker. I wanted to do a lot of teaming, and I figured that this way I'd never have to worry about not having a tank on the team.

That's not to say that i don't welcome all the other ATs on a team, and i play all the others myself, but in a team setting i consider the four ATs i listed to be among the most useful.

The best use for it that I've found is in Praetoria. There is a lot of content in those 3 zones, and its easy to outlevel your contacts, and miss out on merits/badges. I find that once I get to around lvl 14, I turn off my XP until I've finshed everything to do in the 2nd zone, and moved onto the final one.
Let's say I wanted to play, using one character, all the content in CoH. I notice that there's this handy "No XP" option sitting there. So what would be the best way for me to utilize this option so that I don't outlevel any content anywhere in the game (except for the content I simply can't access because of my origin, morality, etc.)?
For example, should I level up to 4, then switch on "No XP" and play all the available content I can, then turn off "No XP" and level up to 9, rinse, repeat? Are those the right levels at which to do the cutoffs? Or is there an altogether better way to use "No XP"?
