I'd suggest better dental hygiene. They may feel a bit awkward about your breath, and so they use the ol' "stagger away while (supposedly) stunned" act.

Have you considered taking Earth Mastery instead of Mu Mastery? You could grab Quicksand, which is easily made perma and would debuff movement speed by up to -100% per stack. It also has -10% defense and generates agro as well. Ice Mastery also has Shiver, which is not a bad option.
EDIT: LOL-- just reread that you already considered Quicksand. It will do a good job against anything that doesn't resist movement debuffs. It can also be stacked pretty easily for -200% run speed. I'd suggest you transfer over to the test server and give it a try.
The movementspeed floor is -90%, but yes. For handling higher conning foes, you may wish to slot up the slow.
Be aware, this will make Warwolves and Carnie Strongmen *super annoying*. They have massive resists to movement speed debuffing, and tend to speed-stagger.

I have an EM/DA brute. I stun things. They stagger away from me. Then I'm sad.
I use Mu Electric Fences. It has a 10 foot radius. That's kind of small. Also, it doesn't immobilize bosses. I stun bosses. They stagger away from the crowd. Then I'm sad.
What can I do to keep enemies close to me? Will Quicksand do the job?
