This is what I found on the official i19 overview page.

As far as I know, there are no plans to add cross faction beacons to bases.
Also, just a little fyi, the rednames rarely post here... very, very, rarely. And honestly, I don't know that you would get a redname response anywhere else, either. These are primarily "player" forums... where players help each other out to the best of our meager (read, "unofficial") abilities.

As for beacons to the opposite side, I think we can be pretty sure it's not in Issue 19. I think we can also be pretty sure that we won't see this at all until such time as they decide to let characters enter bases of the opposing faction. If ever.

Personally, I hope that doesn't happen. Cooperative zones and grey moralities are bad enough. No reason to further homogenize Heroes and Villains in to one big happy family.
I'm already miffed that Vigilantes can walk up to me in Grandville and call me names... and somehow I'm magically incapable of stabbing them for it.
As you know, with the anticipated issue 19 coming soon. We will be able to travel freely from Paragon City and the Rouge Isles using the tram system. This got me thinking...will they allow us to add teleporter beacons for the Rouge Isles in a Hero base or vice versa?
The reason I ask was because I had a Brute that was Rouge and in Atlas Park. He was still in his villain supergroup so I decided to travel around and visit each exploration badge in Atlas Park, once I got the last one a message appeared in the chat window saying "Congratulations....blah, blah, blah...has earned the Atlas Park beacon"
