I think you need to be level 15, and then start the arcs in Neutropolis.

Yeah, the Neutropolis arcs unlock at level 15. Once you hit that level, the next Power Loyalist contact is Doctor Hetzfied.
Dang, why did I fall so far behind I wonder. I'm going to have to take almost two levels of missions from a different arc (or street hunt) to get to 15. Oh well, at least I'm already almost halfway there.

Don't forget that you can do undercover work for the Loyalists by running Resistance arcs. You have to walk up to the street contacts to get them to give you missions.
In IC, the chain is Jessica Flores > Luke Larson > Doctor Steffard > Seer 1381.
Without giving too much away, you can screw yourself out of the chain by killing someone in a Loyalist mission. I did that, and didn't realize it. I was wondering why I couldn't find the contact. Then I checked Zombie Man's guide in the GR section, and discovered my mistake. >.<

I'm working my way through the Loyalist Power arc but I've hit a dead end after Praetor Sinclair. I was level 13.3 at the time and have since worked to 14 by doing a Responsibility arc, but I still don't seem to have anyone to talk to to continue my Power arc.
Am I too low? Do I need to go to a different zone?
