Zoning and Pets
I've seen this. It's been happening for a while. There are only two workarounds I've heard of. The first, as you mention, is to release all the pets when they start to glitch and then resummon. The other, is just to dismiss them before you zone in the first place. They're still getting confused about who "owns" them when you zone.
There's another bug/glitch (probably not related to this one) that causes them to just "die" instead of playing their Dismissed animations if you use the Dismiss command. Bots and Demons are the only exceptions, since bots still have their rocket boots and the demons still get dragged back where they came from. (Possibly also the basic zombies, but collapsing and exploding into a pile of bones is their default death animation anyway, I think.) Everyone else just keels over dead, complete with "Aaurgh!" sounds and thudding to the floor.
Whenever I have this problem, I can't dismiss them.
Even existing to the character selection screen doesn't work. They die when I log out but reappear and are still bugged when i log back in.

Just curious, have you tried to move away from where your pets get stuck before you logout? This should respawn them right where you are and not where they got stuck at. Just a thought.

How long is 'a while'? I just reactivated and I'm VERY disappointed my thugs are hosed. Something like this should be addressed quickly.

Easy workaround:
When you finish a mission, type "petcom_all dismiss".
Exit.
Enter a new mission, and resummon.
That's how we used to do it in the old days; did everyone forget?

Just run or fly far enough away that they teleport to catch up, then after that, they should be following you. Or just get to the mission door and go in, they should be automatically re-summoned by the game as soon as you go inside.
I thought they had done this on purpose to cut down on MM pet traffic training across zones just to get to another mish, and creating lag.

And they still would not move from the spot.

Back in the '0xs, I almost NEVER dismissed my pets.
They almost always disappeared before I would ever want to dismiss.
The old way was simply one rule:
Have I lost minions? . . .
OK, then . . . resummon them.

It happened again just now after I zoned to Creys Folly.
I went all the way to the far end of CF, (a long zone), and around the perimeter and back to the gate.
and they stood there at the gate through my whole journey.
(/releasepets did work this time...
but the problem returned the next time we zoned.)
One possible clue to the problem....
I had no problems today,
until our leader left the team, changing our level,
and all the pets did an auto-dismiss.
After that, I have had the problem every time I zone with them.

I am sure I remember this being 'fixed' in recent patch notes, and it never happened to me until last week - but is happening more and more often now

I've got a level 50 MM Thugs/Dark. It seems like everytime I zone to another map, (not a mission map, just a zone map like IP or Brickstown) the pets will just stand there and not do anything no matter how many times I use heal/goto or even attack. They just stand there doing nothing, only way I can fix it is to just release them and re-cast.
Also another unusual behavior I've seen lately is when you enter a mission, the pets will exit then re-enter the mission like 3-4 times before they stop.
Anyone else have seen this too?
