Ignoring the Boxing and Kick suggestion and the use of the royal "we", I guess my question to you is which of the Secondary Tier 1 powers do you believe are so useless that they are being forced upon players?

It certainly isn't all of them so is it a large enough percentage to merit the changes that you are suggesting?

My guess would be that it is probably no more than a handful of powers that could be looked at individually and possibly tweaked to increase their effectiveness or popularity. Of course both effectiveness and popularity are subjective so there would be little incentive for making any changes to the powers as they exist today. As one person bemoans the injustice of Gale another finds a way to make effective use of it to knock ranged mobs into a tanker's taunt range or into a corner to be hit with a blaster's AoE.

i could get behind a 2 tier system where pre 25 or so all power picks are made @1/2 and slots are apportioned over the level ups to mitigate power boredom and allow for a minimum chain creation. then 25+ system returns to power/slot/power; power/slot/slot cycle as per usual. with the respec trial hitting about 24, and not exactly difficult anymore, it has some opportunity.
