IOs and set bonus... Need advice, please!

Im not rich, so I cant affort much, but I got some questions for my lvl 50 SS/SD and some bonuses I have.
I dont have Rage or One with the shield, I hate the crash.
I have Energy mastery with: Focused accuracy, Superior conditioning and Physical perfection.
I plan to take the fighting pool with I19: boxing, tough and weave.
Should I take leaping: combat jumping, super jump and acrobatics better?

So:
5 Performance shifters: Where to place them? Stamina, right?
4 Luck of the gambler: Where to place them? Weave for more complete def?
5 Obliteration: Shield charge?

I'll be the first to say it: You want Rage. The crash may seem costly but it greatly improves your Damage and ToHit. It can even be double-stacked without a ton of global recharge. It's the cornerstone of SS. I'd strongly recommend reconsidering it.

Stamina: Unless you have a 4th slot to spare just slot Stamina with 3 Endurance Modification IOs.

Combat Jumping will be a nice addition as it costs next to no endurance to run. You don't need Acrobatics as you have Active Defense. If you already have a travel power, skip Super Jump.

Tough and Weave are very beneficial to Shield Defense characters.

Focused Accuracy isn't worth the endurance cost to run it; I'd consider another power unless you find yourself missing a lot without it. Rage would be a good replacement.

I'll be the 2nd to say "take rage"

Look, I was like you, my first 50 was a SS/Invul with poor slotting and bad, really bad end issues. So the crash on Rage not only robbed me of smash for 10 seconds, the damn blue bar dipped too. I hated it.

My last main was a SS/Will that was I/O'd to the max and double stacked Rage all the time on his own, and Triple stacked it while teaming with anybody with boosts. That's right 2-3 x Rage, 2-3 times the crash. And an amount of damage output that makes EBs and AVs cry.

If you do not want Rage, get a different primary, seriously. Take one that fits your play style better. Super Strength is a decent set, but is half gimped with Hand Clap (usually not taken) and Hurl Boulder (worst ranged attack on a brute, ever. the animation takes so long I go make coffee) Most Brutes do not take Taunt, and you are not taking Rage, so you are really halfway out of the set already. Get yourself something you like.

I got the Freedom Phalanx, Atlas Medallion and Portal Jockey accolades.
I forgot to say I hate hasten FX, so Rage without hasten...
I got Rage now on my current build but I plan to be without it when I19 go live... Now Im not so sure after reading you.
How do you guys make close to perma Rage without hasten?
I think is not possible.

And what do you think about this?

I already got those IOs, Im just not sure the best power to slot them.

The way I get so much recharge is I was using 3 Purple sets, and a few LOTG +7.5% recharge, and another set or two that add recharge. I stripped these for my new monster (who now has 5 Purple sets, 5 LOTG, 5 sets that give 5% global recharge, and a total 112.5% recharge, no haste) that gives my Tanky Dark/Invul access to Dull Pain and a few other utility Brute powers (like filling my Blue Bar, attacking with big, slow rech attacks , wait, big fast rech attacks) that make life grand. But seriously, this crap is expensive. (although I think you can get LOTG 7.5 doing villain/rogue merits) But even with 0% recharge, you need Rage if you take Super Strength. Shield I am unsure of, I have run rarely, and only to 30-40. But I would talk to some real power players before I ducked a major power there. Shield was the flavor of the week for like 6 months a while back. That says something. Talk to some that swear by it.

Just like everyone else here says, if you didnt take rage on an SS toon you really ****** up.
If you are a shield toon you wanna shoot for the soft cap for melee, ranged, and AoE def. (when/if you ever get the cash)
You dont need a lot of +rech, rage will actually be perma with 3 50 Rech IOs and 5% bonus from sets, or 3 rech IOs in hasten.
Now to answer your questions i mostly recommend 4 slots in stamina, performance shifter +end, end mod, end mod/rech, and end redux/rech.
Those LotGs would work fine in weave, deflection, or battle agility as long as you got the def one so you dont get crappy numbers.
The oblits would work fine in shield charge.

I think is not possible.
You do not need Hasten to perma-rage. All you need to basically perma-Rage is 3 Recharge SOs.

Rage has a base recharge of 240 seconds. It lasts 120 seconds.

With 3 even-level Recharge SOs, it recharges in 123 seconds and change. So it will recharge 3 seconds after your crash starts. If you add in a single 5% recharge set bonus (as for 5 pieces of Crushing Impact or Obliteration) the recharge is exactly 120 seconds in Mids. Barring effects that slow your recharge, that's perma.

Bear in mind that you get almost no endurance reduction out of Obliteration (about one DO's worth, if memory serves), so you may want something else in the sixth slot to shore up that area.

I'd have to chime in with "Take Rage"

It's simply too helpful not to...

The crash is a 10 second pita, no doubt - until you recall these few points.

1> For folks with Build-Up, the *benefit* is only 10 seconds.. Rage is 50...

2> During the crash, Vet powers (Blackwand, Nem Staff, Sands of Mu) still
work at full strength... Cast those during the crash, and you're pretty
much through it.

3> You can double-stack it pretty easily - seeing a 300% damage buff
in a fight seems like a pretty useful thing to me...

In the end, you can do without Rage just fine - but if you want "uber" -
you want Rage.

In any case the point is that the rage crash isn't a real hardship when put
