Expand the CoX in-game store
Ick.
We have enough pop-ups already. I despise games with pop-ups that are trying to get you to buy more stuffs in microtransactions. (Hypocritically, I still play them, but hate myself while doing so_.
Please, please, please - no, never, nein, nyet, /unsigned.

Wait..... did you say... pop up ads?!?!?!?!?!
AAAAAAAAHHHHHHHHHH!!!!
Calm down, you guys. If you're seen how Guild Wars implemented the ingame store, you wouldn't complain. Basically, a little icon appears in the corner of the character select screen that showcases an item from the store.
And putting the booster packs in the ingame store would allow South Americans like me to purchase them. NCsoft's website does not allow South Americans to buy CoX-related items.
Note: This is not Guild Wars.
Note 2: City of Heroes is not free to play.
I see ads enough as it is damnit, I don't need them in a VIDEO GAME as well.
I don't see the harm in allowing south americans to download booster packs obviously but that is an entirely different issue.
So what you are really looking for is a way to purchase boosters in South America?
I have nothing against finding a solution for that issue, but I truly don't want to see ads (even for NCSoft) anywhere in-game. Ads are to be expected in a free-2-play like Guild Wars, but not in something I am paying money for a subscription.
Surely there must be another way.

No it wouldn't. South America is blocked because of the rampant credit card fraud. You'd still be blocked from buying boosters for the same reasons regardless if you are going thru the character selection screen or the website store.

With that said, however, I would completely and whole heartedly agree to adding the booster packs to the In Game store, provided it's possible to do so.
If any of you played Guild Wars, you'd know that it has a very attractive ingame store that sells expansion packs, costume upgrades, and other goodies. The CoX in-game store is kinda awful in comparison. Why not put the booster packs in the store, and post little popup ads in the corner of the character select screen that alerts the user to the existence of booster packs and other stuff. For example, if an account doesn't have the mutant pack, a little ad would appear in the character select screen that explains some of the features of the mutant pack. Clicking on the ad would take you to an ingame store page that has pictures of the costume parts.
