Drop the beats and cue the lights; it’s time to strike a pose!

P.E.R.C. is very excited to be celebrating the 4th anniversary of this incredibly popular event, starting this year on Friday, October 15th, 2010 in Pocket D.

This time around, Heroes, Villains, and Praetorians will be fighting it out under one roof for the chance to be crowned the City of Heroes Mr. and/or Ms. Paragon Universe!

We’d like to thank you all for three (3) great years of participation in the past and hope you will celebrate it with us again! As the game continues to evolve it is critical that you review all the information below. With this special fourth year, PERC has made many changes, updates, and improvements in order to meet the needs of the amazing additions the game has unleashed. Categories, dates, judging times, prizes, and the contest rules are all covered below; please make sure to familiarize yourself with them as we’ve made some nice improvements from last year.

With the release of Going Rogue the categories of Hero & Villain have merged into one! This year Heroes, Villains, and Praetorians will all be under one category but the battle of the sexes will rage on.

The titles up for grabs this year are:

Each Server Finalists:
• Mr. Server Name 2010 (Male)
• Ms. Server Name 2010 (Female)

Overall Winners:
• Mr. Paragon Universe 2010 (Male)
• Ms. Paragon Universe 2010 (Female)



The contest dates are as follows for individual servers:

Friday, October 15th, 2010: (times in EST)

8:00PM - Liberty

10:00PM - Champion

Saturday, October 16th, 2010: (times in EST)

2:00PM - Infinity

4:00PM - Guardian

6:00PM - Freedom

8:00PM - Victory

10:00PM - Justice

Sunday, October 17th, 2010: (times in EST)

2:00PM - Pinnacle

4:00PM - Protector

6:00PM - Triumph

8:00PM - Virtue

Saturday, November 6th, 2010:

The Finals - Test Server - 8:00pm EST / 7:00pm CST / 6:00pm MST / 5:00pm PST

*Note: If you make the finals you must attend this date for the final judging or be disqualified.




The following is the schedule this event will follow. It is important to arrive on time in order to be judged!

8:00 - Gathering
8:20 - Judging Begins
8:40 - Semi-Finalists Announced
8:45 - Semi-Finalists Judging Begins
Finalists will be announced once the Semi-Finalists judging is complete!




Every server finalist will receive the following:
* 2 Costume Codes (Winners Choice)
* 1 Billion Influence
* In-Game Gold Title: Mr. or Ms. (Server Name) 2010

Overall winners will additionally receive the following:
* 2 Costume Codes (4 Total)
* 1 Billion Influence (2 Billion Total)
* 1 Party Pack (The Emote Pack)
* 1 Five (5) Year Tee Shirt
* In-Game Gold Title: Mr. or Ms. Paragon Universe 2010

*Note: In order to receive the prizes finalists MUST attend the finals.




Contest Basics:
• Any Hero or Villain may enter.
• Only one entry per server allowed.
• Characters must be at least level fifteen (15) to participate.
• No late entries accepted. Arrive on time if you want to be judged.
• No member of PERC may enter (since PERC Reps will be judging).
• Huge body type heroes/villains will be determined to be male. Monster heroes/villains will be determined male or female by body type, and/or name and biography if necessary.

Costume Rules:
• Customized Weapons are allowed. This includes shields, blades, guns, etc. Players are asked to only draw weapons however and not utilize power animations.
• Powers Usage is limited: We understand that i16 has brought with it a variety of power customization opportunities however we have found that powers can effect other players unintentionally and can also diffuse attention away from other character components. We would prefer players limit their use of powers and utilize them for Aura purposes. Examples of powers allowed include but are not limited to Fire Shield, Rock Armor, Personal Force Field, and Invincibility.
• Be very careful in your power choices and avoid overusing multiple powers.
• Powers that effect other players will result in automatic disqualification from the event. Examples include but are not limited to Steamy Mist, Lightning Field, Hotfeet, and Shadowfall.
• Please contact a P.E.R.C. Chair Representative if you have any questions about a specific power.

Judging Rules:
• A panel of P.E.R.C. Representatives from other servers will be compiled to judge this event.
• Players are urged to utilize costume choices, weapons customizations, emotes, and auras in building their concept for display.
• Judging for the contest will be scored based on concept, costume, and creativity.




Semi-Finals:
• New to the contest this year is the Semi-Finals.
• Semi-Finals will take place in the Pocket D Arena.
• Judges will pick a total of 16 contestants (8 Male / 8 Female) at the end of the Server Judging Round to move on to the Semi-Finals Round.
• Each Semi-Finalist group will be taken into the Arena separately. Males first, followed by females.
• The PERC MC will start the Arena Event and set up the teams so that it is Judges vs. Semi-Finalists.
• Each contestant will have 1 minute to show off their powers!
• A "dummy" or "test subject" will be announced for the person to target.
• During this round it is IMPORTANT to listen to the MC & PERC REPS for any additional rules & details.
• Anybody who griefs and / or kills another contestant inside the Arena will be disqualified.
• All attendees, who do not make it to the Semi-Finalists, are invited to observe the Semi-Finals event once it starts.

Finals:
• The finals will be based both on concept / costume design (same rules as above) and additionally on a series of short interview questions.
• Questions will be provided to the finalists following the finalists announcements.
• Questions however will be asked LIVE at the finals only. Contestants do not answer the questions until the LIVE finals event.
• Costume scores will be formulated the same way as they were in the individual server contest rounds.
• Judges have the right in the event of a tie to refer to character biographies and how they apply to the character concept.




• Characters must be at least level fifteen (15) to participate.

• Power customization will now also be judged.
• A NEW Semi-Finalists judging round will occur inside the arena.
• We will be looking at biographies in the finals.

This year we have decided to forgo pre-registration. You may just show up at the designated time. Please do not be late, as latecomers will not be able to have their costume judged. We will also be announcing the server winners live this year, no more waiting!

Looking forward to seeing some great costumes and concepts from Virtue!

I think I may actually be able to make it this year. My mind boggles and so does my stomach. Oh wait, that was just a little growling from the smell of bacon. But at least my mind boggles.

I don't care about cash, I want codes.

hummm, I wonder...I have so many choices who to bring?

My Main who is currently retired...
or one of my Alts, and what if I have a character who is a Shape-shifter? should I show all of its looks?

Wait, is all the judging being done on the test server? Or just the sem-finals and finals?

Also, where is the contest actually being held? Being open to heroes and villains, I'm assuming neutral ground... Pocket D?

What just happened? I'm not going to say that went well. I will say it would have been nice if the judges followed the rules.

-People were allowed to arrive and enter late, despite the "be on time" rule.
-No powers or emotes were allowed until after the semifinalists were chosen.
-Bios were not required, even though this is a "concept" contest not a costume contest, and it was stated they (bios) would be judged in the finals.

My character relied heavily on his patriotic slogan/emote combinations to show the character concept. I never got a chance to display my character, nor did a number of others who were left standing around wondering what happened. Also, the judges never announced the semifinalists, just that they would be entering the arena and people could come watch.

Some of the costumes chosen were entirely ordinary NPC looks (street clothes) which showed nothing of a unique concept at all, or joke characters whose concepts had nothing to do with being a hero representing Paragon City or villain representing the Rogue Isles. You have a number of very upset contestants who worked hard on their character concepts yet were left out in the D wondering what happened, while others who were chosen did not represent the theme of the contest whatsoever.

If someone didn't have a bio, but had their character sent through to the finals, would they then be allowed to add a bio to their character to be able to compete? If so, I find that TOTALLY unacceptable they would be able to modify their characters between the semifinals and finals. That being said, why would the judges choose semifinalists they knew were unqualified to compete in the finals because their characters were incomplete?

I competed on every server except for 3, and Virtue was the first (and only) server where they announced it was a concept contest. It seemed like every rule flew the coop when it was time for the contest on Virtue...new rules seem to come into play, too.

If it was truly a concept contest, then bios should have been read. I spent time creating a bio for one of my toons, explaining not only her look and her powers, but exactly what she was and where she came from. The bio pulled it all together, but I don't think it was even glanced at. The server where that happened...let's just say ALL the females went to the semi-finals because not a lot of people showed. It certainly wasn't called a concept contest on that server!

So...why a concept contest on Virtue only?

I will add this, though. The Ms. Justice server winner shot one of the other contestants in the arena. And not just anyone, but someone who was taking his turn displaying powers in the center.

After standing back up, he asked, "Who shot me?" and one of the judges replied that they didn't see who did it. Maybe someone should have looked over the combat logs because that should have been a disqualifying incident according to the rules as I read them.

It was a concept contest? lolwhere? Definitely wasn't listed that way on Protector, not that I managed to get on it, because they didn't bother bumping their own thread or making an easy to read and easier to copy/paste time schedule for time zones.

Apparently the PERC really needs to step up and listen to the folks who are complaining about essentially the same things year after year. *sigh* it's a shame that things didn't go well here either, you'd think that on the RP server there would have been more interest...

Thanks to everyone who showed up to strut your stuff! It was such an amazing turnout by you all and the decisions were not easy! I want to stress how thankful I am to those who stuck around afterwords to talk with me about future events and suggestions. I appreciate 7ucy and ShadieKnight for being very understanding and helping me take notes for the future. It was really neat to see how well excepted the semi-finals idea was and how that can maybe open up avenues to allowing everyone the ability to better show off your "concept." MR & MS. has always been a concept contest and will remain that why. We added almost double the rules, additions, and supplements this year after hearing feedback from last years. It has been echoed by many to add biographies into the mix (it has never been considered till this year when it will be in the finals). I did talk with those who stayed about the biography issue and they agreed they understood the "time" issue in relation to being able to read all the biographies. We will definitely note the discussions and suggestions made and as we continue to evolve, adapt, and strengthen the event to be tailor made to fit everyone who puts so much effort into going beyond!

Congrats to all the semi-finalists who made it! You all were a great group! Special congrats to Mr. Infinity & Desert Owl for winning and representing Virtue. Do them proud!

As always, feel free to keep me in the loop and offer suggestions. We all are more then willing to listen and we appreciate all of those who turned out to support PERC. Stay Marvelous!

For those of you folks that didn't know this was a "Character Concept Contest," read the original post of this thread.

Yeah it was. I just checked and the first posting in the thread on the Protector board is identical to the one on ours. Of course, I'm seeing numerous complaints on their board too. Looks like there are a lot of folks unhappy with the event on their server too.

Actually, having competed in last years competition and this one, I can see that there have been changes in the rules based on feedback, specifically clarifications on power usage.

Also, there was interest. When I was there, I saw approximately 40-50 people, not including the judges.

People complaining about latecomers being accepted mustn't have read the entire OP. Arkyaeon specifically says that judging doesn't start until 20 minutes past the hour. (Take a look at the Judging Times section.)
I know I didn't notice anyone getting in the line after 8:20.

I read the post. Powers that affect others weren't allowed but not only did an attack against another player go unchallenged, the attacker ended up winning. That's my only real gripe so far. Although, to be fair, seeing winners from some of the other servers, I doubt she'll do well at all in the next round.

Nowhere did it say players could arrive up until the time judging started at 8:20. It DID, however, say that contestants were to show up (gather) at 8:00.

Having run contests before, I can tell you that it's much preferable to have everyone there several minutes before judging starts, to make sure everyone is given correct instructions as to where to stand and what is and isn't allowed (powers/pets/etc) while in line. That is no doubt why the posted schedule was put into place, NOT to allow people to run up and hop in line at 8:19 and say they were there on time.

This was was on another server ... NOT virtue ... just for clarification

I happen to be one of the judges for that and it was a "wtf" moment for a nanosecond for me.... but not in any way did it alter/effect my process of viewing and deciding -- I realize that it probably threw you off as you did ask but immediately continued what you were doing...

Not knowing the exact thought processes behind the contest rules and schedule, all I can assume is that when they say the contest is at a certain time, it's so that people know when to turn up, and when they have the 20 minute gathering period, it's so that people can get into order and for any latecomers to make their way in.

Still, there is further room for clarification there.
They don't even specify which EST they're referring to.
