That'd work. Would still be nice to throw in a few different things unless you just rename the set "Grenade Arsenal"

I don't see what you mean by lack of control, I mean...

Munitions has an ST Immob, an ST Hold, an AoE Slow, an ST Disorient, 2 AoE Disorients, an AoE Sleep, and an AoE Hold.

Meanwhile, on, say, Earth, it has an ST Immob, an ST Hold, an AoE Immob, an AoE Slow, a PBAoE Sleep, and an AoE Hold.

Electric has an ST Immob, an ST Hold, an AoE Immob, an AoE sleep, an AoE Hold, and an AoE Confuse

Fire has an ST Immob, an ST Hold, an AoE Immob, an AoE Disorient, and an AoE Hold

Gravity has an ST Immob, an ST Hold, an AoE Immob, an ST Intangible, an AoE Hold, and an AoE Disorient

Ice has an ST Immob, an ST Hold, Several ST/AoE Slows, an AoE Confuse, an AoE Sleep, and an AoE Hold

Mind has an ST Sleep, an ST Hold, an ST Confuse, an AoE Sleep, two AoE Holds, a Fear, and an AoE Confuse

Plant has an ST Immob, an ST Hold, an AoE Immob, a Sleep, a Confuse, and an AoE Hold

Outside of missing an AoE Immob, if they give Munitions Control a similar Mag to other Dominator Primaries, it'd be just as powerful, with a focus on Disorients. So, I just don't see what you mean by that Munitions would lack control.

And, I made an edit to the first post with a few alternate abilities, if they go with those, there would only be 3 grenades in the set.

Can we get a Pistol Buff/Debuff set with this as well?

Tier 2 can be Healing Bullet
Tier 9 can be summon Metal Dragon (stationary pet)

Covering Fire: Similar animation to full auto, AoE (Cone) Foe hold. Animation for the hold is enemies ducking down in the batsmashreact pose, more or less, while you coat the area in lead.

There's one thing I actually like about the idea of an "all grenade" set, and that's that we'd have something for which we could justifiably use the in-game grenade launchers and rocket launchers for. They'd both work pretty well for most of these effects, but once you throw a bullet spray into it, it rules them out and limits the character with the same list of rifles that everyone else gets.

Otherwise, yeah, I'd love to see this type of powerset(s) put together for Controllers, Dominators, and whoever else it can be squeezed onto. One of the biggest conceptual problems I find with controllers/doms is that none of their powersets really work well with any sort of "held weapon" like guns/launchers. The only real "gadgetry" schtick that fits them is "power armor/gauntlets".

These powers/sets would open up a lot of wonderful concept combinations that we don't quite have access to just yet.

EDIT: On a related side note, I'd also love to see some Trick Arrow/Archery (with pummels) Crossbow Dominators.
