you have to do paper missions and then a mayhem to get a new contact in st martial.

A broker will only give you contacts in the zone that they're in, so like Camper said, if you don't get anything from the broker you're working with, try another zone.

you guys have misinterpreted the question. the op is trying to just get missions or contacts by going to the broker only, not doing the paper missions and mayhem to get the broker to offer the new contact. hence my post.
