Game wont load after download

Can you be more specific? Do you get past the updater? (That's the one with the license agreement and the 'Accept' button.) Do you get the blue horizontal stripe that says "LOADING"? Do you get game splash screen after that?
This is important because the updater and the game are two separate programs. The updater launches the game (after checking for updates).

anyone have an idea??
Are you running the game as an administrator?
Also, even if it is brand new, it is possible that the video card drivers may be out of date.

Odds are that there is some kind of reskinning program on your system. A reskinning program is one that alters the look and feel of the standard interface and the most common one is windowblinds by stardock. Check under your programs and see if you have a stardock directory. If you do then tell it not to reskin either cityofheroes.exe or cohupdater.exe.
If you can't find that program then cut and paste the results of these two programs in here. CoHHelper and Hijackthis

I have a brand new HP Envy 15 with Windows 7 and I downloaded the game and it doesnt boot after install. It's just a loading screen and thats it.
