claw or katana with??
I personally just started a Katana/Fiery Aura Scrapper. Still a baby, but I believe it ought to work well.
Divine Avalanche should take a lot of the pressure off the Fire secondary to keep me alive, and Fire's good uninterruptable heal should fix most of the trouble I get into. And Fiery Aura should add to Katana's already first-rate damage.

I would go with kat/WP because DA turns WP into a survivability god.

I have a 50 kat/regen IO'd. He's nice. My cousin made a kat/inv, she's really nice. Not sure if you can go wrong with kat/anything though.

Have any of you others been looking into this? Sorry, I'm at work, so I can't post the exact build (if I even saved it), but I remember I had the following thoughts:
1. Drop divine avalanche. It isn't needed at all in the later levels from the numbers I saw.
2. Power Pools
Speed - Hasten
Leaping - Combat Jump
Fighting - Boxing, Tough, Weave
Leadership - Tactics/Assault (maybe both), Maneuvers
3. Ancillary Pool
Body Mastery - Probably Conserve Power, Physical Perfection
Basically, what I saw was that I could easily cap all positionals and get a pretty huge amount of recharge, so I was just curious if others thought this would be a good option come I19.

but katana or claw for mian.
katana gives me easy melee def. leting me slot for recharge/dam/maby S/L def for when something is AoE attacking or Range.
claw well easly be the fastest. and probly beter DPS(not sure thow) but ill need to slot for S/L def. then work on recharge and dam.
what wood be beter for solo/team/cheap low end AV killing build.

I don't know enough about Katana to be able to say how its damage performs on a high end build like that, but personally if I don't need Divine Avalanche for survivability I would be looking at a different primary.
Katana/SR's strength lies in Divine Avalanche helping take the levelling strain away from /SR (Which is a fairly late blooming set) rather than in the end game I think (But I might get corrected!).

To make a claws/WP build that can take on AV's would mean you have to invest in a lot of defence via IO's, with Katana you wouldn't need quite as much and if you pick the right AV's even less, so it would be cheaper.
That said Claws will probably do more DPS (And the more you rely on Divine Avalanche for defence, the more Claws will outdamage Katana) so I think it is a personal choice of which set you prefer most.
Edit: I think if you want a Claws build that can take on AV's and the like you might want to look at Claws/Invuln, if you pick the right AV's then /Invuln won't need any propping up from your primary set. Though /Invuln has it's weaknesses which will be exposed more often than /WP which doesn't really have many weaknesses.

Without DA, Kat is going to be higher ST DPS. The GD>GC>SD>GC chain gets to 243 DPS, if I am remembering correctly from Werner's spreadsheet, with 250% recharge in GD. Claws will have better AoE.
If you want peak survivability and cheap then I'd suggest /SR. It's a late blooming set but it is the least expensive secondary to get to AV survivable levels and DA helps SR's early levels become easy. SR also allows you to focus on damage more as opposed to lowering DPS with DA during the late game. SR also helps get to the recharge needed for the best attack chain. WP is amazing and easier to level, but takes more effort to get to peak survivability levels.
Edit: I just noticed that you didn't want to go SR and, in that event, Kat/WP is the runner-up in choice.

i have a mian team player my blaster and a tank for when i feal like being the tank but now i want a char that a good mix of solo and team.
claw and katana both seem to fit my like for fast recharge wepon sets(gogo need for less yellows in slots)
but what to pair with them i know claw/SR is a beast l8tr game. so wood katana/SR and it wood soft cap melee early but rather not be /SR
so with my goal of team/solo play. and maby respecing into a low end AV killer l8tr (like the easyers 12 AVS ...)
