Fighting BV: Praetoria "Take Down Cocktrice" Mish

Fight off the ambushes. If they faceplanted you and moved away, restart the mish with a tray full of purple insp.

BV is invincible in that mission. You can't target her at all, so just flee and take on the resistance ambushes.
And don't go back. I finished off the ambushes and wandered back to see if she was still there. She was, and started shooting at me again.
I must admit the set up annoys me. I'd much prefer it if she just TP'd out like other NPCs do when you're not supposed to fight them.

Yeah, that's odd. She's supposed to teleport away after spouting off her monologue, so it sounds like your instance was bugged. Glad you got past it though

What happens is that I get a Morality choice and I choose to take down BV. Then after you beat on her, she uses a smoke bomb to disappear and then shows up again. After you beat her after her third appearance, you'll defeat her. What's odd is that the appearances is scripted, and if you manage to defeat her utterly at the first attempt (I used build up / aim / 3 enrages to essentially 3 shot her on my blaster), she'll come back with a little recovered health each time.
I'm about to get this mission again and I'll see how it goes.

I'm not disbelieving you, but my experience so far in running that arc has been different.
I have another character in range, and I'll try that mission.
Aha now I see why I found my bots were suddenly and mysteriously close to dying during those waves.
