Can City of Heroes work with an Onboard Graphic Card?
Several computers (including all four in my house) are capable of running CoH with nothing but onboard graphics. It won't look as good as if you had a "real" video card, but it will work. The Issues since Ultra Mode have had problems with Intel Integrated Graphics, however - if that's what you've got for onboard video, you may be out of luck. If it's onboard Nvidia or ATI, then you should be able to get it working.
If I understand your post properly, your computer's video slot is an older and no longer supported format, like AGP. If that's the case, you may be able to find a decent second hand video card at a computer store that deals in second hand parts. If you can't, then the odds of finding something better than onboard graphics are slim.

Newegg still has a range of AGP cards (28 total currently). Depends what model computer you have as to whether a replacement card would use AGP (the older slot) or PCI Express. Also depends what model as to what integrated graphics you're running - you won't be able to do much with the ultra mode settings while running integrated graphics, but you should be able to play the game on low-ish settings with a playable framerate.

Who made it and what's the model number/type/name?
Based on the sketchy information you put in the o.p., I'm guessing that you don't have a lot of detailed computer knowledge, so I won't ask for more detailed info (like the motherboard model, etc), but if you can determine the make/model of the computer, we can proabably look the rest of the information up for you and let you know what path would be compatible and best bang for the buck on a potential upgrade.

CoX runs great in Ultra Mode and Lag is gone except during the Rikti Invasion on Freedom.
So yes on board graphics can work.
I have an onboard NVidia with both my laptop (pretty much forced to use it there) and my HP Pavillion desktop. Although I recently bought a new video card so I could see Ultra Mode, when the old card burned out I played on the onboard graphics for several months.
As others have said, likely it will not look very good, and you'll have to turn all the video options way down, but depending on the system it may work.

My Main Video Card Drive won't work with any other graphic card, A friend told me that it might work with an Onboard Graphic Card, if this is true can someone conform this for me and then if it does work what type should I get for my Comp that will play Coh.
