In the low levels you might notice it a little bit, but overall it's not especially noticeable.
Every bit helps though.
It's more noticable the more HP you have, because it's percentage based... on my WP tank with 3200 hp it's quite good, on a level 13 brute it's probably not going to do loads but will get more and more effective as you level up.
Consciousness: that annoying time between naps.
Since I already have the salvage anyway I'll go ahead and craft it, throw it in somewhere and forget about it until her build matures a bit more. 
Maybe I'll get lucky and pick up the other +regen unique(s) on the way to 50 (*snicker*)
On the build Im working on it equates to 3 hp a second extra but the more regen you can fit without gimping yourself the better.

At low levels there is not much of a difference. Even at high levels it is about the same as an SO in fast healing. The difference comes when you already have 2 SOs. It ends up adding more +regen in one slot than you would by adding another SO.
